Sullins, Deputy Director Division of Water Quality October 13, 2003 MEMORANDUM TO: Anne Barnes, Marion Deerhake, and Kevin Martin FROM: Coleen Sullins SUBJECT: Hearing Officer Designation Environmental Management Commission Chairman David Moreau has designated you to serve as a Hearing Officer for the November 6, 2003 public hearing in Siler City, North Carolina. The hearing will be conducted at 6:00 p.m. at Jordan Matthews High School Auditorium. The purpose of the hearing is to receive public comments on the proposed reclassification of two segments of the Rocky River (Chatham County) in the Cape Fear River Basin to the Class Water Supply-III Critical Area (WS-III CA) classification. Please note that the hearing is also being . held in order to receive public comments on the proposed 401 water quality certification required for this water.supply project. You are requested to hold the portion of the hearing pertaining to the proposed reclassification and receive all comments relevant to the proposed reclassification. Following the close of the hearing record on December 1, 2003, staff will work with you in developing findings and recommendations to be considered by the EMC regarding the proposed reclassification.
