In response to the letter from Karen Higgins, Supervisor of WeBSCaPe, dated September 1,
2011, I am resubmitting five copies of a revised Page 5 of the Pre-Construction Notification
application. I had spoken with Eric Alsmeyer with the USACE on August 24, 2011 in regard to
this project, and he had indicated that if a bridgemat is used to cross the stream or ditch, that we
would avoid jurisdictional impacts. Therefore, application for a 404 permit is not required.
This application is for Riparian Buffer Authorization only. I spoke with Karen Higgins this
morning and she directed me to prepare this letter to indicate a 404 permit is not required by the
USACE and to provide a revised page 5 of the application for your review. Please replace page 5
in the previously submitted package and continue review of the application.
