According to Mr. Martin Richmond with the Division of Water Quality as stated in an email dated August 23, 2011, the proposed project is allowable and no mitigation is required. Person County wishes to clear trees from approximately 0.70 acres of protected riparian buffer along an unnamed tributary to Alderidge Creek in the Neuse River Basin. The purpose for the clearing is to remove obstructions within the approach to Runway 6 of the Person County Airport, in order to improve safety and meet current FAA requirements. The removal of vegetation when necessary to comply with FAA requirements is addressed in a Division of Water Quality Memorandum dated May 9, 2006. Heavy equipment will not be used in Zone 1. Trees greater than 6" DBH within the stream channel and Zone 1 will be cut down and removed only by chain. No permanent felling of trees will occur in the buffers or buffered stream. Stump removal will be performed only by grinding. Zone 2 will be cleared and grubbed in accordance with Items 4 and 5 of the buffer rules. At the completion of the tree removal project, the area will be re-vegetated. The ground will be stabilized and existing diffuse flow will be maintained. There is no impervious proposed with this project. There are no new ditches or manmade conveyances proposed with this project. The site is not located within a floodplan or floodway as shown on both the FEMA map and NC Flood Map. Erosion and sedimentation control measures have been designed to reduce erosion and sedimentation of the buffered stream. All exposed soil as well as any work below the high water mark will be permanently stabilized at the earliest practicable date. Work during periods of low flow or no flow will be encouraged. An Erosion and Sedimentation Control permit application has been submitted to the Land Quality Division of NCDENR for review and approval.
