I went to the Permit meeting for this project in Greensboro this
afternoon. One of the first statements made by DOT was "we do not want
another Knightdale". John Thomas read through the 'special' conditions
in the 404 permit, and managed to cover most of the conditions contained
in the 401 cert. I pointed out conditions # 14 bullets 2, 4, 5, 6, and
bullet 4 under the stream mitigation section. The contractor on this
projects is from Ga. and not familiar with any riparian buffer
protection rules in this state. This contractor plans to subcontract
the stream relocation design and construction. Emphasis was placed on
the concept of having the permit conditions on site and readily
available, on not letting the permit expire, and on not selecting
waste/borrow site that would impact streams or wetlands. DOT does plan
to have periodic environmental meeting on this project.
