Dear Sir:
As you are aware, the North Carolina Division of Water Quality issued a 401
Water Quality Certification (WQC) to the North Carolina Department of Transportation
(NCDOT) for the construction of the Greensboro Western Urban Loop from I-85 south of
Greensboro to south of I-40 west of Greensboro. The purpose of this letter is to comply
with Condition 14 of the 401 WQC.
The referenced 401 WQC stated that the NCDOT must provide to the NCDWQ
information regarding its on-site stream relocations. "1'he ~1CD0`I' has attached to this
letter a memorandum including information regarding project section, station number and
ownership.
Most all of the stream relocations are within NCDOT right of way. The
exceptions are Site 1 (Station Number 57+80 to 58+57-L-, Plan Sheets 4 and 5) in
Section AC and Site 7 (Station Number 65+97 to 66+54, Plan Sheet 7) in Section AC.
These stream reaches, while not located totally in the right of way but located within the
Randleman Reservoir watershed, are protected by the Randleman Buffer Rules. The
NCDOT believes there is not a need to include them in the right of way because the
stream and buffer are protected by the Randleman Buffer Rules.

Per your request, I have investigated the various areas where Stream Relocations will occur on the
above projects. Below I have listed the pertinent information.
