Dear Dr. Thorpe:
hl July 2003, you applied for Department of the Army authorization to discharge fill
material impacting Waters of the United States, including adjacent wetlands, for construction of
Sections AB and AC of the Greensboro Western Urban Loop . (T.LP. No. U-2524B), from south
of I-40, to north of Bryan Boulevard, on the west side of Greensboro, in Guilford County, North
Carolina.
In response to the public notice for your proposal, the North Carolina Wildlife Resources
Commission submitted recommendations by memorandum dated September 16, 2003 (copy
enclosed). These recommendations are due to anticipated adverse environmental impacts. We
recommend that you respond to these recommendations within 30 days to ensure timely
processing of your application.
