The North Carolina Department of Transportation (NCDOT) is proposing to
extend a stream channel relocation as per the attached drawings. The relocation is
associated with an UT of Hickory Creek located on new right-of--way near the
intersection of Groometown Road and I-85 in Guilford County -(SITE 7 within the permit
application). The NCDOT met with John Thomas of the USCOE (1-28-OS) and Sue
Homewood of NCDWQ (2-1-OS) to discuss extending the stream relocation from the
permitted stream relocation to the 1500 mm pipe located approximately 56 meters north
of the permitted stream relocation. The reasoning for the need of an extended stream
relocation is that the existing stream between the relocated stream and the 1500 mm pipe
has been deemed insufficient to handle the anticipated flow of water once the project is
completed. Both members of the regulatory agencies concurred with the determination
and recommended that NCDOT request a modification.
The construction of the stream relocation will result in 42 meters of linear stream impacts
to the existing stream. The proposed relocated stream channel will average approximately
8.8 feet in width and will be constructed according to Best Management Practices
outlined in the BMP Manual. The existing end of the 1500 mm pipe will be shortened by
7.32 meters whereas a junction box will be placed. A 12.2 meter X 1500 mm pipe will
then extend from the junction box at an approximately 45 degree angle to the relocated
stream. Angling of the pipe will provide a better alignment with the proposed stream
which should reduce scouring and potential blowouts. The Department of Transportation
owns right-of--way in excess of 50 feet from the proposed top of bank on either side of the
proposed stream and therefore will be able to maintain control of any activities within the

50 ft buffer. The proposed stream relocation will also result in the clearing of an
approximately 10 meter X 42 meter area in order to construct the proposed stream. The
NCDOT is committed to obtaining an approved reforestation plan from NCDWQ for the
anticipated impacts within the Randleman Buffer. No wetland impacts are anticipated
from the construction of the stream relocation.
Application is hereby made for a modification to the Department of the Army Section
404 Nationwide Permits (NWP) 23 and 33 and NCDENR-DWQ Section 401 Water
Quality Certification (WQC) Nos. 3403 and 3366. We are submitting new drawings
showing the stream relocation and outlining the amount. of impacts. The NCDOT will
comply with all applicable NWP-and WQC conditions and utilize Best Management
Practices during the construction of the project. If you have any questions or need
