(#09-1169) Sue I have looked over the revised plans received on Aug. 23, 2011, in response to your Request for More info letter dated Aug. 12, 2011. In comparing the plans sheets dated Aug 18, 2011 with the ones (plans not dated) submitted with the application on July 1. 1 don't see where they really ever addressed you concerns outlined in your letter. Differences I have noted include the following: 1) The stream length in the Project summary at the lower right and side of the cover page changed (4881 LF in the July submittal to 5340 LF in the August submittal). Not sure what to make of that (rather "Troublesome" don't you think!! Also, neither of these numbers match what the Restoration Plan says. I frankly can't figure out how much restoration, etc. they are doing. Also, I just noticed in their PCN they talk about enhancement of 172 LF of UT4, but I could not find anything about this in the Mit. Plan or the plan sheets. 2) It appears that more ephemeral pools (vernal pools) were added in the more recent plans (areas where the old channel will not be brought up to grade). 3) It appears that they made the CADD layer with the existing trees darker, but the proposed routes of the restored channel remain the same. 4) Some big, dark-shaded areas were added on Sheets 4.7, 4.8 and 4.9. Not clear what these are. The shading seems to resemble "Streambank Planting Zone" except these areas are not along the stream bank.... I am more confused about this project than I was when they sent in the original application..... Eric Eric W. Kulz Environmental Senior Specialist N.C.
