Sue, I am familiar with the site. It was proposed as a bank at the same time it was submitted for the Nov 2009 EEP RFP. EEP
then selected the site (Option 1), so it is now a Full Delivery site rather than an Bank. I'd be happy to discuss it and tell you
what I know - I will be processing the application (I haven't see it come in yet though). We did have some issues with the forest
cover and obviously want them to save what they can. We also had issues with wetlands located in the forested area - Steve
Kichefski with our Asheville office went to the site to do a JD call, so they should be avoiding/minimizing impacts to wetlands
with their design. If not, we will comment. There were also some issues with establishing baseline conditions in the wetland
portion of the site (e.g., what is existing wetland and would thus be enhancement rather than restoration). Give me a call if you
want the gory details.

I walked the site approx. two years ago with the Wildlands folks and we mapped out a path for the restored stream that avoids
large trees. While forested, there is actually a lot of space between the large canopy trees, and we and USACE (I think it was
Andy) agreed that the project was feasible provided they used the pathway we mapped out and avoided the majority of the
canopy trees.
Not sure if Todd is reviewing or not; I would assume so.

Hey Eric,
Hate to bother you about something that's not your job anymore but could use some history on this site please. I wasn't
involved with the draft perspective of the mitigation bank project but it appears that now Wildlands is going to use this site as a
Full Delivery EEP site.
From the laserfische file it looks like all the agencies had significant concerns about this being a forested site and such a major
restoration project. The next thing I can find in the file is the USACE giving them the go-ahead to develop the banking
instrument. I can't tell what might have occurred to resolve the concerns and want to make sure they are in this new project and
don't fall through the cracks. Andy is out at training this week so I thought I'd pick your brain in the meantime.
Also, do you know if Todd is reviewing all the Full Delivery permit apps?
Maybe I'll call him too.
