Dear Mr. Setzer:
On August 16, 2011, 1 inspected the construction work on NC Highway 28 in Macon County. Construction
continues along most of the project with grading and pipe installation underway.
Please ensure that all sediment and erosion control structures are maintained and that seeding and mulching are
performed as needed to protect downstream waters. A copy of the inspection report is attached to this letter.

Work underway on the project includes grading and pipe work.
All areas that have been graded and no construction has taken place in the last 14 days should be seeded and
mulched.
The new stream channel that has been excavated does not have sufficient grass on the banks to turn water into
the channel. Very little of the natural grasses are coming up, however, the area is currently covered with millet.
I understand that the stream banks were seeded after my visit on August 16.
All erosion control devices should be checked for proper operation.
Continue to maintain erosion control devices and continue with seeding, matting and mulching as required to
protect State surface waters.
