A(MOT Archaeology & Historic Architecture Gmups SUMMARY OF CULTURAL RESOURCES REVIEW Brief description ofreview activities, results of review, and conclusions: Review of HPO quad maps, relevant background reports, historic designations roster, and indexes was undertaken on May 25, 2011. Based on this review, there were no existing NR, SL, LD, DE, or SS properties in the Area of Potential Effects (APE). No tax parcel data or Google "Street Views" were available for this area, however aerial photograph suggested several structures in the vicinity of the bridge. A site visit was recommended. On June I, 2011 a NC DOT Architectural Historian surveyed the entire project area. The structures that appeared on the aerial photograph are houses which appear to have been constructed around 1960. No Permit Type: RGP 31 Project Description: Bridge No. 141 along SR 1625 (Swindell Road) over an Unnamed Tributary of Pantego Creek in Beaufort County is an Existing 53' Long x 24' Wide Bridge that will be replaced by a Proposed 25'4" Long by 8'-7" Wide Aluminum Box Culvert. The purpose of this project is to replace the existing bridge due to the age and deterioration of the existing structure, which was built in 1958. SUMMARY OF CULTURAL RESOURCES REVIEW Briefdescription ofreview activities, results ofreview, and conclusions: A map review and site file search was conducted at the Office of State Archaeology (OSA) on Friday, May 13, 2011. A comprehensive archaeological survey at this particular bridge location along SR 1625 (Swindell Road) has never been conducted. There are no known archaeological sites recorded within one (1) mile of the proposed project. Digital copies of HPO's maps (Pantego Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were reviewed on Monday, May 16, 2011. There are no recorded historic structures that may have intact archaeological deposits located within the footprint of the proposed project. Topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: First, there are no known archaeological sites located within one (1) mile of the proposed project. Second, this is a replace-in-place bridge project with an off-site detour. All proposed activities are to take place within the existing 60' ROW, with no additional ROW being acquired nor any easements granted. Third, the project entails replacing the existing bridge with a much smaller aluminum box culvert. Thus, the area to be impacted (i.e. the footprint) is far less than what had already been disturbed by the construction of the existing bridge. Fourth, the existing bridge is located within a residential neighborhood. Also, the linear nature of the "unnamed tributary" suggests that it is actually a man-made canal and not a naturally occurring water feature. Therefore, no archaeological survey is required for this project. If design plans change prior to construction, then additional consultation regarding archaeology may be required. As currently designed, this bridge replacement project is unlikely to affect any significant NRHP-eligible archaeological resources. No further archaeological work is recommended unless design plans change prior to construction at which point further consultation may be required.
