Based on the A/E's certification in the Permit Application that all 15A NCAC 2H .0200 requirements regarding gravity sewers and force mains, and the Division of Water Quality's Gravity Sewer Minimum Design Criteria adopted February 12, 1996 have been met, a review of these items has not been performed. It shall be the permittee's responsibility to ensure the plans and specifications meet the appropriate design criteria- and rules. Final approval of these documents will not imply approval of any variance from these criteria unless specifically requested and granted. Failure to comply may result in penalties in accordance with North Carolina General Statute 143-215.6A—143-215.6C, construction of additional facilities, and/or referral of the N.C. Professional Engineer to the licensing board. 2. Provide an updated flow acceptance letter from the Town of Lake Lure. The submitted letter has expired. " 3. Provide corrected buoyancy calculations for the .pump station. The calculations provided use an incorrect depth and concrete weight. 4. The application indicates that the entire project is not subject to flooding. Provide a letter signed and sealed by the engineer stating this fact and referencing the source of the information. 5. Part IV.4&5 of the application, downstream sewer owner and permit number are shown as N/A. Please provide the requested information. 6. Part-IV.6 of the application shows the downstream sewer as a 2-inch force main. The calculations show the.line as a 4-inch force main. Please,clarify. 7. Part V.6 of the application shows.the line lengths. as follows: 1.5-inch - 99 feet, 2-inch - 430 feet, 2.5-inch - 705 feet, and 3-inch - 1794 feet. The approximate length from the plans are: 1.5-inch - 130 feet, 2-inch - 340 feet, 2.5-inch - 770 feet, and 3-inch -1770 feet. Please clarify. 8. Part.V.8 of the -application shows 1 ARV at Sta 25+26.55. The plans show an ARV near Sta 24+40 and another near Sta 30+00. Please clarify. 9. The system as designed will not act as a pressure system. The slope of the force main allows the line to carry more flow than that pumped into the. system. Therefore the main line will act as a gravity line. The only available pressure to force the waste into the existing force main will be from static head build up in the force main. Indicate how this situation will be resolved. 10. Confirm the type of pump station in place at the.Esmeralda Restaurant and Inn. Node 6 shows 2 E-One cores. 11. The line lengths in the downstream pressure sewer do not appear to match those listed in the permit for that system. Please clarify. 12. The revised model submitted Oct 24, 2005 uses a `C' value of 150. The maximum acceptable value is 140. 13. The new model uses 11 gpm flow from some zones and 15 gpm from others. Provide a basis for this variance. 14. Provide a copy of the associations Declaration and By-laws. 15. Provide a new watershed classification form. The form submitted with the application was not signed and sealed by the A/E as required. Specifications 1. Several sections make reference to the Town or the Town's engineering representative. This should be changed to the Owner or the Owner's representative. 2. Section 02607 LB, Wetwells and Covers. These specifications do not appear to agree with the detail drawing on sheet 4 of the plans. They appear to be reworded manhole specifications. The dimensions do not agree, there is a reference to flow through the wetwell to a downstream sewer, and the subbase is incorrect (8 inches vs 6 inches on the plans). 3. Section 02732, Part 2.3 confirm that DIP is available in the size used for the service lateral. (Define a service lateral - from house to the wetwell or from the wetwell to the street.). 4. Section 02732, Part 3.8.D.7 - This is not applicable to this project. 5. Section 02732, Part 3.8.D.8 - The allowable leakage is 10 gpmim. 6. Provide specifications for the ARV manholes. Plans 1. Provide a legend for all symbols used on the drawings. 2. Provide the top and pump elevations by lot as required by the application instructions. 3. Sheet 3 - The line sizes in the plan view do not agree with the sizes shown on this profile. Notes on lots 12 & 17 show the line size as 2-inch and the line changed to 2.5-inch above this section. 4. Sheet 4 a. It is recommended that a plug valve be installed on either side of the check vale at the valve box to allow for isolation of the check valve for repair without having to close the valve at the wetwell. b. Since this is a private line, the maintenance and upkeep is the responsibility of persons connected to this line. This problem must be taken care of as soon as possible. Being as the sewage is discharging on the ground a copy of this letter is also being sent to the State's Department of Environment, Health, and Natural Resources and the Rutherford County Health Department. Your neighbor, Ken Nelon at 3100 Memorial Hwy, PO Box 162, Lake Lure, NC has agreed to take the lead in having this line fixed. For the temporary repairs we are installing 6 inch schedule 40 PVC sewer lines to replace those areas washed out in the flood. To support these temporary lines we are installing piers constructed -from bags of sakreet. The estimated total costs for these temporary repairs is $75,000.00. I have evaluated the options for the permanent repair of the sewer system. In general the existing sewer system survived the flood fairly well. While there were several areas which were washed out the majority of the system remained in tact. There were several areas were the concrete supports were washed out resulting in the pipe line dropping off grade, but the line was not washed out. I recommend that we repair the sewer line in the current location. I have included cost for replacing all existing VCP sewer lines with Ductile Iron, installing concrete supports on all new and existing lines for support, and new manholes. These supports would be over sized to withstand future floods. The total cost for repair and upgrade of the sewer line as proposed is $811,700. A copy of the details is attached. It was brought to the Office of Water Resources attention that Chimney Rock is experiencing water supply and water quality problems. In -our conversation you stated that your office is already involved with .Chimney Rock. If we can be of assistance, please do not hesitate to contact us. We would also appreciate it if we are kept inform of Chimney Rock's progress. Ms. Lydia Thatcher in the Rutherford County Commissioners' Office stated that the Chimney Rock's system had deteriorated due to the lack of proper maintenance. Ms. Thatcher also said that the quality of the water may be below standard.
