Construction of the development requires the use of 4 level spreaders, three of which will require placement within the Neuse River riparian buffer. Retaining walls will be installed on two areas on the property at the edge of the grading limits. Grading of the site will occur to construct the roads and establish the lots. Impact Justification and Mitigation 1. Avoidance and Minimization 1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Roads and lots planned within the development have avoided impacts to all streams and wetlands within the property. The level spreaders have been placed so that stormwater enters the level spreader outside of the Neuse River riparian buffer. The outfall channels on Level Spreaders 2, 3, and 4 are the only portions of these structures that are placed within Zone 1 of the riparian buffer. Level Spreader 1 will be placed entirely outside of Zones 1 and 2. Plans for all these structures are found on attached Figure D-2. The retaining wall in the northwestern portion of the property will be placed to minimize fill and/or grading within the buffer. Exclusion of this wall in the design would result in increased impacts to Zone 2 and high probability of impacts to Zone 1 and UT to Mill Creek. 1 b.
