Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The civil engineer for the project have determined that rehabilitation of the existing pond dam is required in order to maintain the long term viability of that resource and reduce the likelihood of failure due to large storms events. The reasons for rehabilitation of the dam are as follows. 1) The dam does not currently have a stable, permanent outlat structure. The current outlet structure of the pond is an non- stabilized channel that has eroded into the default spillway for the pond. The channel is relatively steep and highly susceptible to erosion during high flow events. A permanent riser outlet structure designed to maintain the existing normal pool elevation and bypass large flows is proposed. 2) The existing spillway is unstable and substantially under capacity for the drainage area it serves. 3) There are a substantial number of existing trees growing on the dam . these trees need to be removed to eliminate the possibility that they can be uprooted during a high wind event, causing failure of the existing dam. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The project will be subject to an approved sedimentation and erosion control plan. The pond will be drained slowly to minimize potential of sediment from the pond bed moving downstream. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Invasive grasses and grasses planted to stabize construction sites such as Lespedeza sericea, vines, and and shrub species dominated the lower vegetative strata. Ecotonal edges along roads and clearings were inspected to determine if Schweinitz's sunflower was present. Project site is not in a watershed that has been identified as habitat for the Carolina heelsplitter. Site was evaluated during the wetland delineation process for the presence of Schweinitz's Sunflower. The site is heavily disturbed in conjunction with previous development. Invasive grasses and grasses planted to stabize construction sites such as Lespedeza sericea, vines, and and shrub species dominated the lower vegetative strata. Ecotonal edges along roads and clearings were inspected to determine if Schweinitz's sunflower was present. Project site is not in a watershed that has been identified as habitat for the Carolina heelsplitter.
