The purpose of this phase of the project is to remove existing piped streams, re-establish stream channels and construct
pad for future building

Removal of existing piped intermittent stream "A", removal of existing piped perennial stream "B", re-establishment of
approximately 775 linear feet of intermittent stream channel, 676 linear feet of perennial stream channels with associated
buffer zones, plantings, etc. This permit application covers the proposed 174 linear feet of proposed pipe sections due to
removal/relocation and re-establishment of the streams.
All work will most likely be completed used a tracked equipment consisting of dozers and excavators. All precaution shall
be taken around the propsed crossing to ensure minimal impact is incurred during construction activities. A Sediment
and Erosion Control plan shall be submitted to DENR - Land Quality for approval.

At this time, it is unknown what the full extent of the project / total disturbance and/or development will occur at the Andale
Data Center project. It is anticipated that any further development will adhere to the Policies of the DWQ and DENR and
to the local designated athorities.

Project General Description:
The project consists of the construction of 300,000 square foot mission critical facility with a Duke
Energy sub-station pad and the potential for future buildings. The site work consists of grading, storm
drainage, access drives around the building, 12" waterline loop and sanitary sewer extension. This
portion of the project includes demolition of the existing Mako facility, mass grading and daylighting of
approximately 1450 linear feet of stream channel.
Demolition
The initial phase of this project required demolition and relocation of an existing street with cul-de-sac
and associated storm drainage to support Building 1. Extensive demolition is currently underway in the
removal of the existing Mako facility (Former Burlington Industries Site) with associated underground
utilities and water/wastewater treatment facilities. This area is being prepared by future Buildings 2
and 3. At this time, no set target date has been announced for the construction of the next building.
Earthwork
Extensive earthwork will be required to backfill the existing tunnels and mechanical shafts in the area of
the existing Mako facility. In order to re-establish grades on the existing building pad, backfilling will be
required. On site cut material from the western side of the site will be removed for the proposed fill
material. During this operation, the existing wastewater lagoons and holding areas will be filled.
The project is currently permitted with NCDENR for soil erosion and erosion control.
The existing site is currently bisected by two streams. Stream "A" is the intermittent stream which
begins on the western side of the site from an upland wetlands area and currently connects to Stream
"B" within a piped drainage system. In the area of work, there are 612 linear feet of existing piped
system and 250 linear feet of open channel. The project proposes to re-establish approximately 775
linear of open channel, and pipe 148 linear feet of Stream "A"
Stream "B" is a perennial stream which begins south of the site on the adjacent property. In the area of
the work, there are 679 linear feet of existing piped stream section and 210 linear feet of existing open
channels. This portion of the existing stream was piped and relocated in order to construct the
Burlington Industries facility some 40-plus years ago. The project proposes to re-establish 676 linear
feet of open channel for Stream "B". Stream "B" will also be diverted to an existing intermittent
channel, of which is thought to be the existing channel section prior to the relocation by Burlington
Industries.
The overall proposed impervious area of the total site is currently planned for 23%. The submittal
package also includes an overall stormwater masterplan, along with the stormwater calculations
supporting the design of multiple wet ponds and bioretention areas which treat 90% of the annual
average run-off. The owner has elected to pursue LEED water quality and quantity credits which meet
or exceeds NC DWQ standards.
Site Utilities
Site utilities will include a domestic water line and a fire main to serve the proposed buildings. On site
wastewater will flow to the Town of Forest City's wastewater pumping station, which is currently
located on the site.
