Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. There are no roadway crossings of the stream proposed at this time and the utility crossings are minimized and perpendicular to the stream. Steeper side slopes are designed on the enbankment for the proposed detention basin to keep the toe of the fill slope out of the riparian buffer. The sewer line is designed to encroach in Zone 2 only as required by existing structures and easements. Zone 1 impacts were avoided with the exception of the perpendicular crossings. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Erosion control measures will be installed prior to the commencement of construction to minimize sedimentation. Work will be minimized or avoided during and directly after rain events and efforts will be made to stage construction and stabilization to minimize the amount of disturbance on the project at any given time. 2. If this project DOES require a Stormwater Management Plan, then provide a brief, na rrative description of the plan: Runoff from the proposed street will be directed into a wet detention basin that will provide peak flow attenuation and nitrogen removal.
