Polovick Pamlico River Beaufort County Project Setting The .5 acre project site is a single family residential lot located off SR 1730 at 1794 Old Pamlico Beach Road East adjacent the Pamlico River near the Town of Belhaven in Beaufort County, North Carolina. The project site is the third house from the terminus of SR 1730 at Wades Point situated at the confluences of the Pamlico River, Pungo River and the Pamlico Sound. The lot is developed with a single family residence, a bulkhead and riprap at the normal water level (NWL) of the Pamlico River and a typical 4' wide x 120' long residential pier. The residence is elevated 8'8" above grade on pilings with a 6' wide open wooden deck that wraps from the south side to the west side. The deck is 43' landward of the bulkhead/Pamlico River. Vegetation on the tract consists of maintained upland grasses. Wastewater is handled by an existing septic tank and associated drain field. The adjacent property to the east is developed similarly as a waterfront residential lot. The lot to the west is undeveloped and severely eroded and is now mainly open water, a cove off the Pamlico River. The existing pier was authorized by CAMA/Dredge and Fill General Permit No. 55590-B issued on 2 July 2010. There is an existing 12' x 12' boatlift on the west side and a wet slip on the east side of the pier. The riparian area in and adjacent to the project site is open free of congestion by other pier structures. Water depths adjacent the existing pier range from 3.0' at the bulkhead to 4.5' below the normal water level (NWL) at the terminal end of the pier. The Pamlico River, at this location, is designated as a Coastal waterbody by the NC Division of Marine Fisheries and SA by the Environmental Management Commission and is open to shellfishing. Project Description The applicant proposes to convert/construct a roofed screened porch over the 6' wide x 24' long open wooden deck on the south side of the existing residence facing the Pamlico River. The existing deck is elevated 8'8" above grade. The porch is in Zone 2 of the Tar/Pamlico River Basin Buffer. The applicant also proposes to construct a single pile boat lift on/adjacent the existing pier for a total of 3 fixed slips. The water depth in the location of the proposed boatlift is 3'6". Anticipated Impacts The additional roofed area of the existing residence will increase the impervious surface area on the lot by 144 ft' for a total of 10% coverage within the Coastal Shoreline AEC. The additional boatlift will increase vessel traffic in the area and their associated impacts. Steve J. Trowell - Washington Regional Office - 3 August 2011 Description of Improvements Greg and Anna Polovick residing and owners of property located at 1794 Old Pamlico Beach Road East, Belhaven, N.C. 27810 since 2002 are requesting a permit for the two following items as described below and as shown on accompanying drawings. ITEM # 1: The installation of a single pole "SunFish" type boat lift. This lift requires a new 4x6 bolted to an existing pier piling. The new 4x6 shall be bolted above the water line. No impact shall be made upon the water or river bed. ITEM #2: The installation of a framed roof covering over our existing deck. This work will coincide with the renovation of the room adjacent to the deck and the room renovation will be under a Beaufort County Building permit. The roof over the deck will have an eave height at the lowest point of 16' above finished grade. No sidewalls shall be erected, except screening, thus leaving the existing deck able to receive rain water and allow it to drip to the grass covered ground as it currently does. The existing deck is 8'8" above grade. By rule we are required to notify you, as and adjacent riparian property owner, by certified mail of our intentions to develop our property as described above.
