M July 22, 2011 Mr. John Thomas U.S. Army Corps of Engineers, Wilmington District 3331 Heritage Trade Drive, Ste 105 Wake Forest, NC 27587 Subject: Lissara Subdivision Permit Number: 200520968 Dear Mr. Thomas, It has come to our attention that some individuals within the US Army Corps of Engineers and the NC Division of Water Quality have expressed concerns about our stated purpose to utilize the Lake at Lissara for water-skiing events. The purpose of this letter is to dispel this notion and update you on our progress at Lissara. The Lake at Lissara is not yet ready for water skiing activities. In discussing this with our consultants, it has been determined that we should wait for additional stabilization of the shoreline before commencing wake intensive activities. The shoreline requires more time to heal from the construction of the lake and the littoral shelves. We are monitoring the revegetation by naturally occurring volunteer species and we will conduct supplemental planting in the fall. Leaf-fall from the dense hardwood forest surrounding the lake is anticipated to provide additional needed protection. It may take as many as two leaf-fall seasons and revegetation to stabilize the banks sufficiently enough to have regular skiing events. With the apparent high-quality of our water we want to be careful not to jeopardize our current achievements. Since our last site meeting with you the dam construction was completed and certified the end of January and the lake is now full. The water is clear and the lake is beautiful. Development infrastructure construction is complete and the lodge/boathouse is complete. Some recreational boating in paddle and electric boats is taking place as sales and marketing move forward. The naturally occurring fish population is amazing, by itself; but we plan on controlled stocking in the future. The geese, wood ducks and mallards are beginning to frequent the lake and we are finding the littoral shelves and nesting islands are strong attractions to them. The wildlife is taking-hold in a new habitat. While we are eager to begin our permitted use of water skiing; we are also concerned that we have all of our designed protection complete and functioning prior to beginning that use.
