The North Cerol'ma Depatttnant of Transportation (NCDOT) Granville County Maintananco is preparing for the constructioo associated with a pipe t+eplacetneat, widening for torn lanes, and ditch alterations ahead of evonalal rosutfacing of SR 1004. Upon reviewing the plans in the field recently, it is apparent that slight revisions m the plans ere required. The dry line cross pipe near STA 14+40 isn't rtecessary and should be omitted (sae attached Sheets 4 and 5 of 7). This omiaeion doesn't i~ohro a jurlsdictiottal ernes end therefore doesn't effect the pernits. Please note that since the drainage out of the woods from the west side of the road treat STA 15+00 will no hmger cross uttdar the roadway s9 otigiaally desipped but rather will stay rtt the tight ditch line. Therafare for hydraulic considerations the ditch details should be swapped to have the base ditch be on the RT (Detail 4A) and the cut ditch on the LT (Detail SB). Both of these ditches will be vegetated ditches ar:d serve as grass swales. Other revisions to the plans are associated with the necessary water tine relocation (sae attached City of Oxford utility rolocation plan). The water line on the east and west side of the rued conflicts with the proposed pipes and headwalls. On the east side of the road, it is proposed that anew segment of 16" water line be installed by open cat, to stub out, across, and back in to the existing line to eitfier side the pipes' outlet. This cut mark will be within the 14LP of pormenent rip rap stream bank and chatmel bad armoring proviously approved. However, an additional 20LP of buffet impacts are required to allow for equipment access to perform this utility work and an additional 211E of stream bsmk etntoting will be ragairod to adequately lrtmsition hem teslw'ed stream bank to existing undisturbed stream bank downstratm of the pipe rephrocment. Additionally NCDOT requests a modification to the permits for additional buffer impacts, bank stabilization, and dewatering in order to facilitate necessary utility relocation (see attached cover letter). Please note that a decision has been reached that Granville County maintenance will build this project now to include the pipe replacement, widening for turn lanes, and ditch alterations ahead of eventual resurfacing of SR 1004. The proposed TIP project involved buffer and stream impacts associated with road improvements to SR 1004 (Old Oxford Road). The project proposed minor widening for adding tum lanes for the new driveway entrance to CertainTeed Corporation (a driveway which was built by Granville County Maintenance in the Summer of 2007). The permit application noted the existing structures conveying Fishing Creek were 3@38"x24" pipes [recently determined [o actually be 3@30" pipes] that are SOft long (see attached pictures). The permit application also noted that the replacement structures would be 3@43"x26" pipes that are SOft long. Permanent impacts at the site associated with the pipe replacement total no new pipe length. However, rip rap armoring along the stream banks and within the flow line totaling 24LF (I OLF at the inlet and 14 LF at the outlet of the pipes) was proposed and permitted to dissipate the energy out of the pipes where a severe scour hole has developed and [o prevent additional undercutting of the road embankment on the inlet. The installation of a new dry cross line was proposed approximately I SOft south of the old triple line, which would also required associated ditch work and extra buffer impacts to carry water down [o the creek crossing. However, TIP No. R-4905 has no[ been placed under contract and timing for turn lane construction and roadway improvements are uncertain. Therefore there will be no widening improvements, no new dry line pipe installation, and no ditch alterations at this time. However as apart of routine maintenance SR 1004 is up for resurfacing. Ahead of the resurfacing project, Granville County Maintenance would like to replace the triple line crossing under state funding WBS No. 39878. Without the road work, the scope of [his project is significantly reduced and being 3 years later than originally presented, a new review by Randy Boyd with Hydraulics was warranted. Based on the recommendation from the Hydraulics Uni[, Maintenance now plans to install 238" x 57" x corrugated aluminum pipe arches that are SOft long with pre-built aluminum headwalls to be welded on to both ends of the pipes. The footprint of the pipe replacement with headwalls will not exceed the footprint originally permitted to include 24LF of surface water impacts, as needed for stabilization. The use of headwalls may minimize the amount of rip rap armoring needed along the fill slope, stream banks, and within the flow line. Attached for your records is a pipe replacement detail to be performed under the referenced authorizations. This drawing is a larger scale drawing highlighting impacts presented in the original permit drawing. It also depicts the use of headwalls and a double line of new pipes. Once this work is complete, [plan to submit the certificate of completion attached to this same drawing with a note that all other aspects approved under authorization 20070979 and non-reporting nwp 14 were not built yet. Should roadway improvements and turn lanes construction eventually take place here, new/revised roadway plans will be drawn and the permits would be re- evaluated at that time.
