Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: This is an commercial building that fronts Hwy 64 in western Transylvania County, NC. Morton creek crosses the property near the eastern boundary and runs nearly parallel to Hwy 64. Morton Creek has a classification of C: Trout. The general land use is a mix of residential and commercial. There is an existing culvert located in Morton Creek at the driveway entrance. The existing culvert measures 24" Dia x 121 LF. Existing Impacts; Culvert = 121 LF New Impact; Culvert = 24 LF New Impact; Stormwater Junction Box = 4 LF TOTAL IMPACTS (New + Existing) = 149 LF (Total stream impacts shall not exceed 149 LF) 3b. The total length of stream impacts (existing plus new) will not exceed 149 LF. All stormwater runnoff from the new driveway pavement will flow to the existing drop inlet. The drop inlet discharges to the vegetated filter strip approximately 41 FT from the stream. 3e. Describe the overall project in detail, including the type of equipment to be used: Install 24 LF of new 24" diameter HDPE Culvert in Morton Creek immediately upstream of the existing culvert. The new culvert will be connected to the existing culvert with a 4'x4' stormwater junction box with watertight lid. A new headwall / retaining wall will be consturcted at the inlet of the new culvert to retain fill. New fill material will be placed over the new culvert section for the parking lot enlargement. Placement of the culvert within the stream will be accomplished "in the wet" while the stream is at normal flow conditions. The Culvert installation and all work in the stream will be performed by hand. No machanized equipment shall be used for working within the creek. Fresh concrete shall not be allowed to contact any surface waters. Fill material above the culvert will be placed and compacted with the smallest mechanized equipment practicable.
