I just heard from Phil and he is only interested in preserving these wetlands if he can retain ownership of the land and just
sell Mr. Myers an easement. Maybe we should postpone the meeting until after we find out if this is possible.

Thanks Chad. This preservation site has road access and could potentially be impacted in the future. Maybe not all 8
acres, but at least enough to build a house on. Is there any way for you to take a look at it on Brunswick County GIS and
let me know what you think (Parcel ID# 2080000704)? 1 would hate to delineate it, get ACOE approval, and then find that
it doesn't work.
We went ahead and installed three wells on Monday that were equidistant from the ditch. Just let us know if you want us
to move one and we can do it.

Kim,
Thanks for the email. Let me get with Ian and Rick on this. The numbers sound okay to me from what I can gather from
your email. I don't think we will squabble over 0.03 acres. However, in order to be consistent, the DWQ follows the
same procedure that the USACE would use for preservation even though this is not 404. The area to be preserved needs
to be in an area that has a demonstrable threat that it could/would be impacted in the future. It shouldn't be in an area
that most likely would never be impacted anyway. Also, it will need to have a signed JD and a survey just like any other
mitigation site would. We don't want to overburden Mr. Myers with costs either, so you guys may want to consider a
different mitigation plan if needed due to costs.
Before 1 forget, the well location plan that you guys suggested before is fine by me but I would like to get Ian's thoughts
on it as well. I would really prefer to have a well located closer to the ditch but if you guys think that it will work the way
it was shown in your previous email then we'll see depending upon the data. I'll need to get with Ian about the
ownership issue but at minimum it will need to use the USACE preservation language like you mentioned. Hope this

Hi Chad
I am putting together a remediation report for Calabash Town Center and wanted to run mitigation requirements by you.
This is what we are thinking. In order to compensate for permanent impacts to 1.87 acres of wetlands, the applicant will
buy into the Stone Farm Mitigation Bank for the restoration of 1.87 acres of non-riparian wetlands. Remaining mitigation
will occur in the form of wetland preservation at a ratio of 5:1 (1.87 x 5 = 9.35 acres). To achieve this, 1.03 acres of
wetlands on site will be preserved (area between the ponds). Additionally, 8.32 acres of wetlands located off site will also
be preserved. The ACOE standard preservation language will be used. Let me know if you agree with the numbers.
I also have a couple of questions for you about the off-site preservation. Will you need a full delineation and ACOE sign
off of the site? The site is located adjacent to the Cawcaw Swamp and it appears very wet based on aerial photos (Parcel
ID# 208000704). We would prefer to do the minimal on this to save our client money and time. Let me know what is
required. Also, the owner would prefer to retain ownership and just sell.Mr. Myers the conservation easement. Is this
possible, or would you require that Mr. Myers purchase the site?
