Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Original project design was to connect to NC 24 at the Woodridge Drive intersection to the east of the current design, but later revised to connect to NC 24 at Lockwood Drive to reduce impacts to wetlands. Original design to connect to NC 24 at Lockwood Drive was modified to lower design height of road in order to reduce the fill area and final road footprint. Final road design elevation is very minimal to achieve road drainage and if not for wetland considerations would otherwise be approximately one foot higher. NCDOT typical road shoulder widths of 6 ft were reduced to 3.5 ft to reduce fill area and thereby reduce impacts to wetlands. Proposed shoulder widths are significantly less than desired, but considered minimally acceptable in order to minimize impacts to wetlands. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Construction limits will be staked and held to minimum area required to accommodate construction. Erosion control measures will be specified to avoid/minimize siltation into wetlands. 2.
