On behalf of Transco, Submar, Inc. is submitting this request for a Section 401 Water Quality
Certification Written Approval to conduct bank stabilization activities and restore cover to
natural gas pipelines within waters of the United States.
The attached letter and check was returned to us indicating the subject application had the
"Incorrect Permitting Fee." I had a phone conversation with Mr. Ian McMillan on July 22, 2011
to discuss the Incorrect Permitting Fee Letter. Mr. McMillan advised me to adjust the Stream
Impacts (3a)(S1/S2) on Page 5 of the Pre-Construction Notification (PCN) to accurately identify
total impacts of the proposed project - which is 140 linear feet. Please refer to the enclosed
modified Page 5 of the PCN (5 copies provided) which has the corrections and the enclosed
check for $240.00 for permit fees associated with minor water quality application.
Your prompt attention and approval of this permit request will be appreciated. If you have any

Dear Mr. Clark,
On July 13, 2011 the Division of Water Quality (DWQ) received the application sets for the above
referenced project. The DWQ has determined that your application was incomplete and/or provided
inaccurate information as discussed below.
Additional Information Requested:
® This project based on the noted stream impact of 245 linear feet will require a permitting fee
of $570. Check # 28621 for $240 is enclosed. You may submit the original check with
another one for $330; or you may submit one check for the full amount.
Please submit this information within 30 calendar days of the date of this letter. If you will not be able to
provide the requested information within that timeframe, please provide written confirmation that you
intend to provide the requested information, and include a specific timetable delineating when the
requested materials will be provided. If we do not hear from you in 30 calendar days, we will assume that
you no longer want to pursue this project and we will consider the project as returned. Please be aware
that any impacts requested within your application are not authorized (at this time) by the DWQ. Please
