ROADWAY DESCRIPTION
The project consists of construction of a new 100 feet long 21" cored slab bridge to
replace the existing 91 feet long bridge #75 on SR 1600 over Tributary to Tar River. The
total project length is 0.093 miles. The project is located in the Tar-Pamlico River Basin.
The project drainage system consists of grass shoulders, grated inlets with associated
pipes and rip rap pads at the pipe outfalls.
Jurisdictional Streams: Tributary to Tar River
ENVIRONMENTAL DESCRIPTION
The project is located within the Tar-Pamlico River Basin in Franklin County. The stream
is classified as WS-V; NSW. There is a wetland in the northeast quadrant of the bridge,
however, it will not be impacted for the proposed project. Tar-Pamlico Buffer Rules have
been adopted for the project. Storm water impacts to the stream have been minimized by
utilizing sheet flow on grass shoulders along the roadway and compliance with Buffer
Rules to provide sheet flow before entering the stream. There will be no stream impacts
for the project. The existing drainage patterns have been maintained with the hydraulic
design of the project
BEST MANAGEMENT PRACTICES AND MAJOR STRUCTURES
The primary goal of Best Management Practices (BMPs) is to prevent degradation of the
states surface waters by the location, construction and operation of the highway system.
The BMPs are activities, practices and procedures taken to prevent or reduce stormwater
pollution. The BMP measures used on this project to reduce stormwater impacts are:
Sheet flow on grass shoulders along the roadway
This will promote infiltration and filtration of pavement runoff by directing sheet flow
over grassed shoulder slopes.
Compliance with Buffer Rules to provide diffuse flow
NW & NE quadrant: Proposed roadway is in fill section and no proposed ditch
(concentrated flow) is expected through buffer. Thus, sheet flow will be provided through
buffer.
SE quadrant: Proposed roadway is in fill section and no proposed ditch (concentrated
flow) is expected through buffer. Pipe outlet protection with class B rip rap will be used
to dissipate energy and diffuse flow from bridge stormwater outlet at 14+45 LT to
provide a non-erosive sheet flow to the outfall area with Q10=0.3 cfs and V10=1.0 fps.
This will provide approximately 70' of sheet flow before entering the buffer. Preformed
Scour Hole can not be used at this location because the slope of the ground downgrade is
6.7% (too steep). ,_
SW quadrant: Proposed roadway is in fill section and no proposed ditch (concentrated
flow) is expected through buffer. Pipe outlet protection with class B rip rap will be used
to dissipate energy and diffuse flow from bridge stormwater outlet at 14+45 RT to
provide a non-erosive sheet flow to the outfall area with Q10=0.3 cfs and V10=1.0 fps.
This will provide approximately 35' of sheet flow before entering the buffer. Preformed
Scour Hole can not be used at this location because the slope of the ground downgrade is
6% (too steep).
No deck drains
This will avoid direct discharge of storm water from the bridge deck into the receiving
water.
