The purpose of the project is to build a single family residence including the required septic system, drainfield, and recovery area, and front and rear yards 3e. The proposed project includes the construction of a single family residence as well as supporting infrastructure including a septic system, drainfield, front, side and rear yards, and a dock. The dock has been permitted by CAMA. The house will constructed as a stick and frame house with all construction occurring onsite. The house pad for the anticipated location of the house is in place and was constructed with the use of a backhoe and bobcat. The expanded area of the house pad will also be constructed with a backhoe and bobcat. D1. We moved forward with centrally locating the house within the lot between the road and the river in an effort to avoid impacts to wetlands. By locating the house above the area we thought could be considered wetlands the house was located over 400 feet inland from the river. Due to the distance between the house and the river, the house was designed to take advantage of the views of the river from such an interior location versus placing the house closer to river to maximize the views. This design work required extensive, and expensive, work with an architect to achieve a house that maximized the views of the river while also providing a house plan that we desired. The final design that met our needs required that the house be placed in the manner that it is shown with the garage on the west side of the lot versus the east side of the lot. A lot of time, effort, and cost went into designing a house and placing it on the lot in order to not impact wetlands. This required the house to be located well within the lot and over 400 feet away from the river. It did not become apparent that impacts were going to be required until the house pad was installed and the house was staked. At that time, not only did the builder determine that the house pad needed to be expanded in the area of Pre-Construction Notification NWP 18 Stevenson Smith Lot - 424 Shoreside Drive, Swansboro NC ADDITIONAL INFORMATION the rear of the house to provide the support necessary for the structure but also to ensure positive drainage away from the house. Secondly, it also became apparent that the septic system and drainfield as permitted by Carteret County could not be placed in the permitted and required location with the house as far forward on the lot as currently staked. The house and the house pad now need to be shifted no less than 40 feet south toward the river to ensure that the County required septic system, drainfield, and repair area are located in the permitted area with no interference from the house or house pad requirements. Currently, the garage and house pad is located in the area where the septic tank and a portion of the drainfield must be constructed. Therefore, we need to push the house back toward the river, expanding the house pad into the wetland finger that is centrally located within the lot to provide a location to construct the house, have the required support for the house, and to grade away from the house to ensure positive drainage. The attached graphic "Shelley Stevenson Smith Wetlands Map" shows the location of the permitted septic system including the drainfield as well as the location of the house as currently staked. It is apparent on this graphic that the house must shift toward the south due to the required septic system location. The house needs to move back enough so that the garage is located behind the septic tank. This requires a shift of no less than 75 feet so the house is behind the septic system and the required building pad can be in place. The septic system can not be located within the building pad. It is this required shifting of the house to the south that drives the need for the proposed unavoidable impacts to 0.09 acres of non-tidal emergent wetlands.
