8. PROJECT SUMMARY: The applicant proposes to dredge the entrance channel,
construct jetties for the channel, and make improvements to the common area and
the harbor area.
Project Setting
The Colington Harbour Homeowners Association, Inc. owns a 8.6 acre common
recreational area within Colington Harbour Subdivision, a residential community on the
western end of Big Colington Island, on Colington Drive (SR 1217), in Dare County. The
recreational area is adjacent to the Albemarle Sound on the west and Colington Harbour
to the east. The elevation of the tract is approximately 5 ft. above NWL and it is
vegetated primarily with lawn grasses and live oak trees. Man-made structures on the
property consist of a clubhouse and pool area, playground area, paved parking area, boat
ramp, boat lift, boardwalks, jetties for an entrance channel, groins, bulkheading, rip rap,
piers, and fueling station. Several permits have been issued to the association for this
property including Major Permit #145-88 (for the construction of finger piers and mooring
pilings) and Major Permit #01-93 (for the excavation of the entrance to the boat basin)
and several general permits for the construction of groins, bulkheading and maintenance
dredging. There are no known areas of archaeological significance in the immediate
project area. The shoreline along the property is mostly stabilized with bulkhead with the
northern section stabilized with rip rap. The adjacent property to the north is a residential
property with a rip rapped shoreline, and the adjacent property to the east is also a
residential property that has a bulkheaded shoreline.
The waters of the Albemarle Sound and within the harbor area are classified as SB by
the Environmental Management Commission and are closed to shellfish harvesting. The
water depths in the sound at the terminal end of the groins are approximately -6 ft in the
middle and -2.5 ft. along the edge of the groin where shoaling has taken place. The
water depths within the harbor area range from -3.4 ft. along the bulkhead to -9.1 ft. in the
middle of the harbor.
Development Proposal
The applicant proposes several different projects to improve and maintain the existing
entrance channel, boat harbor, and common area.
Channel Area- the applicant proposes to:
1.) Maintenance dredge the existing access channel from the basin area into the
Albemarle Sound. Historically this channel has been dredged at least bi-
annually with the most recent activity in 2010. The applicant would hydraulically
dredge along the northern most jetty an approximately 50 ft. by 600 ft. area to a
finished depth of -6 ft. The existing water depths in this area range from -2 ft. to
-5.5 ft. with an average depth of -4.5 ft. The expected average spoil generation
would be approximately 1500 cu. yd. The apoil will be temporarily stored in the
common area.

2.) Replace the existing wooden jetties with longer vinyl jetties to protect the
access channel more efficiently. The existing northern jetty is 200 ft. long and
veers away from the alignment of the southern jetty to the north. The southern
jetty is 180 ft. long. The new jetties would be aligned more parallel to one
another would be 610 ft. and 570 ft. respectively making the channel 120 ft.
wide. The proposed jetty alignment and lengthening is in accordance with the
recommendations made by the engineering study performed by William A.
Dennis, PE.
Harbor Area
1.) Replace and realign the existing bulkhead in front of the fuel dock area.
There are sharp angles in the existing bulkhead alignment creating a deep "v"
area in front of the fuel dock that makes it difficult for boats to navigate. The
proposal is to install 65 ft. of bulkhead a maximum of 20 ft. (11.5 ft. average)
from NWL in the area to straighten out the alignment. The proposal would
allow for easier access to the fuel dock and would also place the existing fuel
dock outside of the 30 ft. buffer.
2.) Replace 315 ft. of bulkhead from the fuel dock area along the park area. The
new bulkhead would be aligned 2 ft. from NWL.
3.) Remove the existing dock located in the park area and replace it with a 315
ft. by 6 ft. wooden board walk along the new bulkhead.
4.) Maintenance dredge the area in front of the fuel dock and park area. The
applicant would dredge a 20 ft. by 250 ft. area to -4 ft. The current water
depths in the area range from -2 ft. to -5 ft.
Common Area- the applicant proposes to:
1.) The spoil retention area for the dredge spoils would be located in the
common/ playground area. The dredge spoils from the access channel would
be placed in a 180 ft. by 50 ft. retention area that would be constructed with 6
ft. high berms around the area. The retention area would have a water
control structure and the suspended solids would be allowed to settle out and
the effluent would then be returned through the effluent pipe back to the
waterbody. The spoil retention area capacity is approximately 2,750 cu. yd.
of material. The dredge spoil from the fuel dock area would be placed in a
second retention area located to the south of the first spoil area. The second
retention area would be 215 ft. by 25 ft. and would be surrounded by a
trenched in sediment fence.
Northern Shoreline
1.) The applicant proposes to add rock to an existing sill for wetland protection
adjacent to the northern jetty. The sill would not exceed 6 inches above the
marsh substrate and the applicant will plant additional spartina patens
landward of the sill.
2.) The dredge spoil from the access channel and the harbor area will be allowed
to dewater and dry in the retention areas and then be used to nourish the
existing recreational beach. The recreational beach is approximately 260 ft.

long and currently has 6 wooden groins along the shoreline. The proposal is
to place the sandy spoil material along the beach extending no more than 12
ft. below normal water level. The fill material would not exceed 3 ft. above the
existing shoreline level and would be sloped to a 4:1 grade into the water.
3.) Propose to repair 210 ft. of existing bulkhead along the northern portion of
the access channel. The repairs would include replacing some pilings,
boards, and whalers. The repairs would not exceed 50% of the structure.
4.) Replace 125 ft. of existing bulkhead along the northwestern side of the
island. This shoreline receives strong wave action and the proposal is to
straighten the alignment of this section to enhance its ability to withstand the
strong wave action. The alignment would extend a maximum of 12 ft. and an
average of 5.4 ft. from normal water level (NWL).
5.) In front of the new 125 ft. of bulkhead the proposal is to place rip rap that
would also help protect this shoreline and then extend the rip rap another 480
ft. along the existing bulkhead and tie into the rip rap on the north end of the
project. The rip rap will maintain a 2:1 slope.
Boat ramp
1.) Repair the existing boat ramp by extending the concrete on either side of the
ramp. The ramp has two approximately 5 ft. by 5 ft. areas that are
armored with stone and create a hazard when boat trailer tires become
stuck. The area to be filled is above NWL.
Anticipated Impacts
The anticipated impacts of each activity are as follows:
1.) The dredging of the channel area will disturb 30,000 sq. ft. of sandy water
bottom of the Estuarine Waters (EW) Public Trust Area (PTA) Areas of
Environmental Concern (AECs).
2.) The new jetties fill 2,360 sq. ft. of open water in the EW PTA AECs.
3.) The bulkhead alignment along the fuel dock area will disturb 975 sq. ft. of high
ground in the Estuarine Shoreline (ES) and fill 747.5 sq. ft. of shallow water
bottom in the EW PTA AECs.
4.) The bulkhead alignment along the park area will disturb 4,725 sq. ft. of high
ground in the ES and fill 630 sq. ft. of shallow water bottom in the EW PTA
AECs.
5.) The wooden boardwalk along the park area will shade 1,890 sq. ft. of high
ground in the ES.
6.) The dredging along the fuel dock area will disturb 5000 sq. ft. of sandy water
bottom of the EW PTA AECs.
7.) The spoil retention area will fill 14,375 sq. ft. of high ground with in the
Estuarine Shoreline (ES) AEC.
8.) The beach nourishment project will fill 3,120 sq. ft. of EW PTA AECs.
9.) The bulkhead replacement along the northwestern shoreline will fill 1,875 sq.
ft. of high ground in the ES AEC and fill 675 sq. ft. of shallow water bottom in
the EW PTA AECs.

10.) The rip rap along the northwestern shoreline will fill 4,800 sq. ft. of shallow
water bottom in the EW PTA AECs.

Colington Harbour Homeowners Association, Inc. (Association) owns common property dispersed
throughout Colington Harbour. The focus of the application is the +/- 8.6 acre recreational amenity at the
end of Colington Drive. This recreational campus has been the recipient of numerous permits for
improvement, and the Association desires to consolidate the numerous projects they expect to undertake in
the next 5-7 years into one permit. They also wish to document the existing facilities so that should repair
be necessary, the State has a record of what is existing.
Existing Conditions
The most obvious structures at the site are the clubhouse and swimming pool. These structures are
accessed by walkways from the parking at the end of Harbour Drive and parking on the lower level.
Forty-three defined parking spaces for cars and 13 car/boat parking spaces are distributed around the
Helipad on the lower level. Sixteen parking spaces are provided at the upper level. The clubhouse has
porches and walkways to the sound and to the pool area. The pool is surrounded by an ample concrete
apron and supports a pool house and a large observation deck on the west side.
Boating is an important amenity of the campus, and access for launching is provided by the boat ramp. A
small shed exists near the ramp and is used by the youth sailing program. The bulkhead parking lot is used
for boats staging for retrieval, and a boat lift exists on the eastern edge to accommodate a rescue vessel.
Twenty-four slips are available for in-water storage of boats which are leased by the Association. A fuel
dock is available along the shoreline. The remaining stretch of bulkhead within the harbour is used for
short-term (hours) side to mooring, and a small dock accommodates larger boats that must stand off the
bulkhead in deeper water. The channel entrance is bulkheaded on both sides, and an easement is provided
for the bulkhead on the south side of the channel. Two wooden jetties extend into the sound to stabilize the
channel. The southern jetty is 180 feet long, and the northern is 200 feet long.
Rock rip-rap is located at the jetty shoreline interface on the north side, and a sandy beach extends north
approximately 280 feet which is "stabilized" by six groins. Landward of the shoreline are picnic facilities,
swing sets, benches, boardwalks, play platform, and bath house.
The shoreline continuing north is armed by an existing retaining wall protecting a majestic live oak and
angling back towards the water a bulkhead. Shoreline stabilization is aided by three additional groins. At
the northern extreme of the bulkhead is 12-foot wide rip-rap extending approximately 130 feet south.
Proposed Plan
The concrete boat ramp has two areas on either side which are armed with stone. These areas are a hazard
to launching should a boat trailer's tire fall into these voids. The proposal is to extend the concrete to the
bulkhead walls and the normal water level (not below the water line).
The fuel dock area has been a problem because of the deep "vee" which requires boats to align for fueling
in a very difficult orientation. The plan is to remove the "vee" by installing 65 feet of bulkhead, a
maximum of 20 feet (average 11.5 feet) into the basin and backfilling. This alignment not only allows for
more efficient access to this once popular amenity but also removes the fuel storage tanks from the 30-foot
public trust buffer. The fuel pump station will remain at its current location.
A new bulkhead will continue along the "park" area which will be aligned two feet average (five feet
maximum) along the 315 feet of bulkhead shoreline. The existing dock will be removed, and a six-foot
wide boardwalk will be installed along the landward side of the new bulkhead.
The 20-foot wide area adjacent to the fueling docks and the new bulkhead will be maintenance excavated to
-4 feet normal water. An excavator will deposit the material behind a silt fence constructed along the
30-foot buffer. The area allocated for this disposal is +/- 215 L.F. by 25 L.F. When the material is dry, it
will be spread along the shoreline and grassed.

The northern 210 feet of bulkhead along the access channel is proposed to be repaired, replacing some
pilings, boards, and whalers. This repair will extend to the northern jetty. The northern and southern jetties
are in continuous need of repair. This request is to authorize the continuing repair activities.
The Long Range Plan is to replace the existing wooden jetties with new vinyl jetties as recommended in the
engineering study performed for Colington Harbour.
The proposed northern jetty will be realigned to make it parallel to the southern jetty. The northern jetty is
proposed to extend to the existing channel marker #I approximately 610 feet from the shoreline and the
southern jetty approximately 570 feet. The channel entrance will be +/- 120 feet wide.
Just adjacent to the north jetty, the existing rock will be supplemented to create a rock sill to protect the
existing coastal wetland and allow for additional planting of Sparatina patens landward of the sill. The sill
will be constructed of rock and/or concrete and will not exceed six inches above the marsh substrate level.
Almost yearly or bi-annually the access channel must be dredged. The most recent was conducted in 2010.
This permit anticipates this continued need and reflects the request for maintenance dredging as required.
The figures in the application depict the maintenance to the end of the six-foot shoal by hydraulic dredging.
It is unlikely that the entire channel would ever be dredged at one time, and dredging of the encroaching
shoal to -6 feet would be authorized if this permit is allowed. The anticipated average spoil generation is
1,500 cubic yards. The sandy material will be placed in a dike disposal area between the playground area
and the 30-foot buffer. This 180 foot long by 50 foot wide by 6 foot high diked containment area will
contain approximately 2,000 cubic yards allowing a +/- 1:1.3 ratio of dredge material to containment area.
Because the material is sand, this containment space is adequate. Once the sandy material has dewatered,
the material will be used for nourishment of the recreational bench just to the west. The highground area
will then be restabilized with grass.
A new bulkhead is proposed north of the recreational beach to straighten out the alignment and enhance the
ability of the bulkhead to withstand waves from the northwest. This 125 foot long bulkhead will extend a
maximum of 12 feet into the sound with an average of 5.4 feet. This bulkhead will be armed with 12 feet
of rip-rap which will extend along the remaining_bulkheaded shoreline and tie into the rip-rap on the north
end of the project.

Colington Harbour Beach Nourishment Details
Colington Harbour Association desires to maintain its recreational amenities at the Club House
Recreational Campus. Two important aspects of this maintenance involves continued navigational access
in the community's access channel and canals. As a part of this process, the proposed maintenance
excavation of the access channel will remove sand that is part of the extensive shoal to the north of the
access channel and west of the recreational beach.
By placing the excavated sands into a retention/dewatering area, the materials will be allowed to dry before
placement on the existing recreational beach. The material placed at the shoreline and extending no more
than 12 feet below normal water level will have a grain-size consistency equal to that naturally found at the
site. The material will be placed along the shoreline not to exceed three feet above the existing shoreline
level and will be sloped on a 4:1 slope into the water in such a manner as not to exceed the length of the
existing jetties. The construction of the proposed groin on the north side of the channel will diminish the
potential for the sand to re-enter the access channel.
This proposed coupling of those aspects of the project will result in an enhancement of two of the most
popular aspects of the recreational campus - the boating access and the bathing beach.
