Box 119 Smithfield, NC 27577 Re: Highway 42 Commercial Subdivision Stormwater Management Statement and Plan Dear Mr. Mast: We have reviewed the Stormwater Management Plan and calculations submitted for the proposed Highway 42 Commercial Subdivision. Based upon the information submitted, the stormwater management plan has been approved with the following stipulations: 1. The proposed subdivision is approved for 10 commercial lots. The combined impervious surface area limit for the ten lots is not to exceed 399,245 W. It is the developer's responsibility to ensure that the impervious surface area is not exceeded as each individual lot is developed. 2. Please note that if the entire development exceeds 10.03 acres of impervious surface area (60% of 16.71 acres), participation in the Johnston County Land Dedication Program will be required and additional stormwater BMPs may be required for nitrogen reduction. 3. Each lot in the development will be required to submit a Stormwater Management Plan for approval to demonstrate compliance with the overall stormwater management plan. 4. The developer has requested that nitrogen export calculations be provided by each individual lot as site plans become available. Each lot will be required to submit nitrogen calculations and provide additional BMPs or purchase nitrogen offset credits if the nitrogen export exceeds 3.6 lbs/ac/year. 5. The proposed wet pond must be completed prior to recording any lots in the development. 6. Prior to_recording any lots, a fee for 25% of the construction cost of the wet pond shall be paid to Johnston County Public Utilities. An engineering estimate or documentation of actual construction costs for the pond must be provided with the payment. 7. The enclosed Wet Detention Basin Operation and Maintenance Agreement must be signed and recorded in the Register of Deeds office prior to the recording of any lots. Please provide a copy of the recorded agreement. 8. Please provide a copy of the approval letter from NCDENR Land Quality for the Sedimentation and Erosion Control Plan. This maintenance record will be kept in a log in a known set location. Any deficient BMP elements noted in the inspection will be corrected, repaired or replaced immediately. These deficiencies can affect the integrity of structures, safety of the public, and the removal efficiency of the BMP. The wet detention basin system is defined as the wet detention basin, pretreatment including forebays and the vegetated filter if one is provided. Stable groundcover should be maintained in the drainage area to reduce the sediment load to the wet detention basin. If the basin must be drained for an emergency or to perform maintenance, the flushing of sediment through the emergency drain should be minimized to the maximum extent practical. Once a year, a dam safety expert should inspect the embankment.
