PROJECT DESCRIPTION: The project site is located at 5 Bermuda Drive, adjacent to a man-made cove of Banks Channel and Greenville Sound, Wrightsville Beach, in New Hanover County. To locate the property, travel east from Military Cut-Off Road approximately one mile towards Wrightsville Beach on US HWY 74/76. From the drawbridge, continue after the stoplight and travel east on West Salisbury Street for approximately one mile. Proceed across the bridge over Banks Channel until you reach a stoplight at N. Lumina Avenue. Turn left onto N. Lumina Ave. and travel north approximately 0.1 mile until you reach Parmele Drive. Turn left onto Parmele Drive; take the immediate left onto Bermuda Drive. The property of interest will be located on the left. The lot is approximately 0.14 acres with 63' of shoreline frontage that is stabilized by a wooden bulkhead. The lot averages 6 feet above normal high water (NHW). The applicants maintain a single-family residence on the property. Upland vegetation consists of maintained lawn grass and ornamental landscaping. Waterward of the existing bulkhead is an area of intertidal strip of sand, approximately 22' in width which includes a small patch of coastal wetlands that consists primarily of salt meadow grass (Spartina patens) located on the eastern end of the property. The project site is adjacent to properties with single-family residences with private docking facilities. The existing docking facility consist of an existing private pier, measuring approximately 50' in length by 6' in width extends in a southerly direction towards the cove. An access ramp leads onto a floating dock, measuring approximately 24' in length by 6' in width, which runs in the same alignment as the access pier. There is an existing boatlift measuring 12' in length by 12' in width located on the western side of the existing floating dock. There is also a "Jet-Ski" pad, measuring approximately 9' in length by 7' in width located on the eastern side of the existing floating dock. The existing docking facility currently accommodates up to two (2) vessels. The applicants recently received a CAMA General Permit No. 57375 for the slight reconfiguration of the floating dock to accommodate the new boatlift. The original docking facility was authorized to the previous property owner in 1998 under a CAMA General Permit No. 14042-D. Due to the peculiar shoreline within this cove, the previous property owner obtained a riparian corridor survey in 1998 which located a convergence point in the center of the cove to establish a pie-shaped riparian corridor within this side of the cove. The permit required cooperation with the adjacent riparian property owners to allow for the encroachment into the 15' setback requirements. The current owner has re-created the 1998 survey and has received waivers from the adjacent property owners for the current configuration (See Sheet 1 of 3). The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of Banks Channel, in Greenville Sound are classified as SB#, by the NC Division of Water Quality. These waters are not designated as Primary Nursery Area (PNA), by the NC Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to add two (2) additional slips to an existing docking facility with the installation of a two (2) single pole boatlifts. Strickland and Lyons Page 3 The applicant proposes to install two (2) 6' in length by 6' in width "Jet Ski" lifts, one on the eastern side and the other on the western side of the most waterward end of the existing fixed pier. The application states that the water depth at this location is approximately-6' at normal low water (NLW). The proposed single pole boatlifts would increase docking space for this docking facility for up to four (4) vessels. 10. ANTICIPATED IMPACTS: The proposed single pole boatlifts construction would incorporate an additional 72 sq. ft. of Estuarine Waters and Pubic Trust Area. Based on the provided survey, the proposed boatlifts would encroach into the adjacent 15' riparian corridor setback requirements; however, the applicant has received waivers to allow for the encroachment. Minor increases in turbidity should be expected during construction. The existing docking facility extends approximately 85' into a waterbody, which measures approximately 250 feet across. This existing distance appears to conform with the 114 width rule and the Town of Wrightsville Beach established pierhead line.
