Ian & Annette,
As Annette and I discussed on the phone yesterday, this email is summarizing our recent conversations and gives an
overview of the response to your request for additional information.
The Town of Holly Springs plans to construct the utility lines to the Friendship Site. They will not be constructing any of
the infrastructure (roads, buildings, etc) on the site. However, based on numerous discussions over the last year or so,
the project purpose involves the Friendship Site therefore a NWP 39 was required. This made it necessary to deal with
both the eventual impacts on the site in our permit application. Withers & Ravenel have developed a conceptual site plan
that minimizes impacts as much as possible while presenting what we hope is the most accurate depiction of road
crossing locations. The site plan details will almost assuredly change once an industry chooses this site, but this plan
allowed the Corps to issue the 404 as a single and complete project.
In discussions with Ian, the NWP 39 requirements for a 401 Certification require a stormwater management plan. He
suggested that we provide a first phase stormwater design but the utilities alone could not be that first phase. Therefore,
W&R have developed a conceptual stormwater plan for the ring road on the site, and the Town has approved that concept
plan under condition that final designs will be submitted prior to construction of anything besides the utility lines, and this
submission would include a full stormwater design with BMP information. In talking with you both it seems like this was an
acceptable compromise that allows the Town to provide the utilities without someone having to pay for full engineering
design of the site more than one time.
