This correspondence is in reference to your letter dated July 5, 201 I, regarding the Big Swamp
Mitigation Site located in Samspon County, North Carolina. This site is being utilized by the North
Carolina Department of Transportation as compensatory mitigation for wetland impacts associated with
project B-4271.
By copy of this letter, we are notifying you that no further monitoring of the site will be required
since the construction and success criteria for the mitigation site has been met.

Mr. Shaver:
As you are aware, the Department has monitored the Big Swamp Mitigation Site since its
construction in March 2008. Located in Sampson County, at Bridge No. 98 over Big Swamp on
SR 1246 (Butler Island Road), this 0.06-acre site provided wetland restoration credit for impacts
associated with the B-4271 project. The wetland restoration effort involved the removal of the
old existing roadway fill and transition areas along both bridge approaches and was planted with
bottomland hazdwood species. The restoration area must re-attain jurisdictional status at the end
of three years; hydrologic monitoring was not required for this project. According to permit
conditions, NCDOT was required to monitor the Big Swamp Mitigation Site for three years or
until success criteria were met, with visual vegetation monitoring conducted each year. After
each growing season, annual monitoring reports were submitted to the appropriate regulatory
agencies via the Natural Environment Unit's (NEU) website:

After three years of vegetation monitoring, the Big Swamp Mitigation Site indicates that the
planted species are surviving 'and wetland restoration area has re-attained jurisdictional status.
Individual annual monitoring data is provided within the monitoring reports available on NEU's
website between 2008 and 2010. ~ '

A site visit was conducted on June 23`d, 2011 with the regulatory agencies and NCDOT
personnel present. It was determined at that meeting that the site success criteria had been rnet
and that no further monitoring would be required. NCDOT requests that the appropriate resource
agencies provide documentation stating that no further monitoring is required and that the site is
