PROJECT SUMMARY: The applicants propose to construct a bulkhead that will tie into adjoining bulkheads. Proiect Settin The site of the proposed development is located at 131 Water Street (of of SR 1105) within the Point Harbor Beach subdivision, Point Harbor, Currituck County, adjacent to the Currituck Sound. The southern portion of the area to be developed is owned by Currituck County. The property is approximately 7,200 sf in size and has approximately 130' of shoreline with a steep erosion escarpment of ± 6 feet in height. Approximately 43' of the northern section of shoreline has been stabilized with a bulkhead that is currently in poor condition. An additional 35' of shoreline immediately waterward of the house has been stabilized with concrete riprap in an effort to save the existing single-family dwelling. The remaining shoreline is unprotected with the exception of riprap placed along the return wall of Currituck County's bulkhead. The current erosion escarpment is located approximately two feet from the drip-line of the back porch of the dwelling. Comparing the current erosion escarpment with the 2008 aerial photo on the Currituck County GIS, approximately 25' of Highground has eroded into the Currituck Sound. The elevation of the property is approximately +6 feet above normal water level (NWL). A single-family dwelling with a dirt driveway is the only structure on the property. According to the USDA's Natural Resources Conservation Service's Web Soil Survey, the soil on the property is made up of conetoe loamy sand. Vegetation on the property consists of yard grasses, upland trees and shrubs. Based on available information, there appears to be no archaeological sites on this property or nearby. The adjacent riparian property to the north has a similar use and contains a single-family dwelling, a bulkheaded shoreline and a pier. The adjacent riparian property to the south is a park owned by Currituck County and has a bulkheaded shoreline. The bulkheading on this property stops approximately 18' short of the property line with 131 Water Street. The Division of Environmental Management classifies the waters within this area of the Albemarle Sound as SC and it is open to shellfish taking. The width of the Currituck Sound at this site is approximately 3 miles. Water depths within the project site range from zero feet at NWL to approximately -1.5 feet. The bottom substrate within the project area is made up of fine sands and is littered with old bricks, tree stumps and concrete chunks. Submerged Aquatic Vegetation (SAV) was not observed growing within the project area; however, because of the eroded nature of the shoreline, the shoreline area has become a trap for dead SAV's as well as garbage. Development Proposal In order to prevent further erosion and provide a buffer and protection for the existing single- family dwelling, the applicants propose to stabilize the shoreline by constructing 84' of wooden bulkhead across the eroded open water area. The proposed bulkhead will tie into the existing bulkhead located on Currituck County's property and extend to an existing bulkhead located to the northwest. Approximately 18' of this alignment will be waterward of land owned by Currituck County. This section of bulkhead will average approximately 17' waterward of NWL with a Edwards, Joseph & Laurie / Currituck County Field Investigation Report Page 3 maximum distance of approximately 24'. Additionally, 28' of replacement bulkhead will be constructed two feet waterward from the existing bulkhead on the north side of the property. The applicant has also indicated that the existing single-family dwelling will undergo cosmetic remodeling both inside and outside with no structural changes or additions. Anticipated Impacts • The construction of the bulkhead along the proposed alignment will result in the filling of approximately 1500 SF of Estuarine Waters and Public Trust Area AEC's with clean fill from an upland source. • The construction of the bulkhead along the proposed alignment will result in the placement of approximately 56 cu yds of fill material below NWL. *Bulkhead installation, backfill and grading will result in approximately 900 sf of land disturbance within the Estuarine Shoreline AEC.
