8. PROJECT SUMMARY: The applicant is proposing to utilize an existing docking facility
to add one boatlift (one slip) for a total of three slips. Also included would be the addition
of one finger pier, one access walkway, and one platform.
9. NARRATIVE DESCRIPTION:
The David Newsom project is located at 699 White Oak Crossing outside of Swansboro,
Onslow County. The site is found by traveling on Hwy. 24, turn north onto Main Street
Extension and travel 0.5 miles. Turn right(north) onto Swansboro Loop Road and travel 1.5
miles. Turn right(east) onto Cahoon Slew Way and travel 0.2 miles and take White Oak
Crossing on the left. The project site is located approximately 0.6 miles into White Oak
Crossing.
The subject property is a residential lot of approximately 0.3 acres. The elevation of the lot
is +10' above NWL. The parcel currently has a single family home on site with domestic
grasses for vegetation. The parcel is stabilized in its entirety by a bulkhead. There is a
narrow band of coastal wetlands immediately waterward the bulkhead. The coastal wetlands
measure approximately 10' in width. There is an existing pier (320' in length) located on site
with two formalized slips. The slips consist of one wet-slip and one boatlift The White Oak
River is approximately 3,250' in width at this location and the subject property has a
shoreline length of 174'. Water depths in the existing slips range from approximately -1.5'
to 4' NLW. The substrate at the location of the docking facility is sand. There is a
residential pier approximately 51' to the northwest of the subject project and a residential
pier on the southeast side of the project at a distance of approximately 31'. There were no
SAVs in the area of the proposed slip at the time of site visits.
The Division of Water Quality classifies this area of the White Oak River as SA-HQW
waters. This area is not a Primary Nursery Area. The Onslow County LUP Classification for
this project is Developed and Conservation in the AEC. This portion of the White Oak is
open to harvesting of shellfish. There are no shellfish leases in the vicinity of the proposed
proj ect.
10. PROJECT DESCRIPTION:
The applicant is proposing to modify an existing private docking facility from two slips to
three slips. The applicant is proposing to add a 12.5' x 14' boatlift. Along with the lift would
be a 30' x 3' finger pier on the northwest side of the pier and an 18' x 3' access to the finger
pier. A 12' x 8' platform extension is also proposed on the west side of the existing wet-slip.
The existing pier consists of a 285' x 3' walkway and a 37' x 3' T-head with a center 32'x 5'
access and a 32' x 3' finger pier. The waterward edge of the pier would remain at
approximately 302' waterward of NHW.
11. ANTICIPATED IMPACTS:
The proposed dock would result in 660 ft2 of open water being incorporated and 240 ft2
being shaded. The docking facility would provide mooring for 3 vessels. There would be a
loss of Public Trust and Estuarine Waters in the area incorporated by the structure. There
should be no hazard to navigation being the docking structure lies within the existing
pierhead line and inside any existing navigation channel. No coastal marsh or vegetated
wetlands would be filled or excavated during this project. There were no SAVs located
near the proposed slips at the times of site visits by DCM staff.

Mr. and Mrs. Newsom propose improvements to an existing pier serving a single-family
residence at 699 White Oak Crossing, Swansboro, North Carolina. The project site is
located adjacent the White Oak River in the White Oak Crossing subdivision.
The existing two-slip pier currently contains one boat lift, walkway, and a finger pier at
the waterward end. An additional platform area is located near the landward end of the
pier. A bulkhead has been constructed along the shoreline of the property.
Proposed improvements to the dock include the installation of an additional slip with
boatlift (12.5' x 14'), construction of a new platform (8' x 12'), and construction of an
additional finger pier (30' x 3'). The existing walkway/pier will also be extended 3' x 18'
to the northwest.
No impacts to coastal wetlands, SAVs, or shellfish bottom are anticipated as a result of
the proposed improvements.
The project is not located in a Primary Nursery Area and the closest shellfish lease is
approximately 1.7 miles southeast near Jones Island. The White Oak River is 3250' wide
at the project site, with water depths at the waterward end of the structure measuring
- 4.1' NLW.
