PROJECT SUMMARY: The applicant proposes to replace an existing boat ramp, construct pier and floating launch dock and renovate parking area. City of Washington C/o Phil Mobley Beaufort County Major Modification CAMA Major Permit #90-09 Project setting The North Carolina Wildlife Resources Commission on behalf of the City of Washington (c/o Philip Mobley), has submitted the attached application for the renovation of the existing boat ramp facility as a Major Modification of CAMA Major Permit No. #90-09 issued to the City of Washington on 6 July 2009. CAMA Major Permit No. 90-09 authorized the construction of a pedestrian boardwalk. The Permit was modified on 1 February 2011 to install a floating canoe/kayak platform on an existing pier located upstream of the existing boat ramp. The project site is located at Havens Garden (City Park and boat ramps) on Runyon Creek off the Pamlico River at the NC 32 Bridge crossing in the City of Washington in Beaufort County, North Carolina. The site is a ±6.27 acre tract owned by the City of Washington and the property is bisected by NC 32. Havens Garden has ±1,308' along the Pamlico River and ±436' along Runyon Creek. The property has a bulkhead along the river front, into Runyon Creek and up to the NC 32 Bridge. The area under the bridge is stabilized with riprap. The bulkhead continues on the upstream side of the bridge on the landward side of an existing vegetated wetland area. Additional development on the Pamlico River side of the site includes a shelter, paved parking area, playground area, and a fishing pier. The Runyon Creek portion of the park includes the 2 boat ramps and 2 access piers, as well as a gravel parking area. The Creek is approximately 453' in width at the location of the two access piers. Water depths at the terminal end of the two piers are approximately 35- 4.0' below Normal Water Level. The park is vegetated with a maintained lawn, a few hardwoods trees, shrubs, and a small vegetated wetland area (at the north end of the site between the bridge and the boat ramps). The wetland area is vegetated with a variety of wetland plants including but not limited to Pontederia cordata (pickerelweed), Carex spp., several small Cypress trees, and a very small area of Scirpus spp. that abuts the boat ramp. The northern (upstream) end of the property on Runyon Creek abuts a commercial metal working business with a bulkhead and pier. The western (upstream) end of the park terminates at the Carolina Coastal Railway. The Pamlico River and Runyon Creek are both classified SC-NSW by the Environmental Management Commission and are closed to shellfishing. The Pamlico River at this location is designated as Coastal Waters while Runyon Creek is designated as Inland Waters by the Division of Marine Fisheries and the NC Wildlife Resources Commission. There is no submerged aquatic vegetation (SAV) present in the project area. Project description The applicant proposes to renovate the existing boating access area. The following is proposed: City of Washington C/o Phil Mobley Beaufort County Major Modification CAMA Major Permit #90-09 Page 2 1. The applicant proposes to replace two 15' wide by 25' long concrete boat ramps and an 8' wide by 111' long pile supported launch pier, located between the two existing ramps, with a 38' wide concrete boat ramp with an 8' wide by 111' long floating dock located in the center of the concrete pad to create two separate ramps. The floating dock will be in the same location and will be the same size as the existing pile supported structure. The new ramps will be located in the same location as the existing ramps. The boat ramp will extend approximately 43.5' into Runyon Creek. A concrete apron will extend approximately 35' landward of the NWL. 2. An existing 4' wide by 111' long pier will be replaced in the same alignment with a 6' wide by 111' pier. 3. Approximately ±32,000 ft2 of uplands will be disturbed to renovated and improve traffic flow in the existing parking area. Although the applicant proposes ±23,116ft2 of impervious surface this will be a reduction of ±2,360 ft2 in impervious surface. Anticipated impacts The construction of the boat ramp will result in the filling of ±1,710 ft2 of Creek bottom. Although the proposed floating dock, pile supported pier and previously permitted canoe/kayak launch will shade ±1,391 ft2 of Creek bottom only 222 ft2 of that total is new impact. Approximately 3% of impervious surface will be within the 30' Public Trust Shoreline Area of Environmental Concern. Approximately 32,090 ft2 will be disturbed during construction of the boat ramp, maneuvering and parking area which includes the grading of all upland areas. The project will result in localized short-term turbidity from the construction of the boat ramp, floating dock, fixed docks and groins. Kelly Spivey 5 July 2011 Haven's Garden BAA Renovation Project Narrative June 16, 2011 History: • July 6, 2009 - City of Washington (City) receives a permit to place a pedestrian walkway with fishing platforms under the NC 32 bridge. The Walkway connects two parcels of the City park located to the north and south of NC 32. See sheet 3 of 6 for location • February 1, 2011 - The original permit is modified to include the addition of a canoe launch to the fixed pier located to the north of the existing boat ramp. See sheet 2 of 6 for location • January 14, 2011 -The NC Wildlife Resources (WRC) Commission and the City of Washington execute an agreement (Agreement is enclosed) to renovate the boating access area. Key points of the agreement include: o The WRC will design, permit, and renovate the boating access area. o The City will provide free public access 24/7 and maintain the grounds Renovation: The current application requests modification of the existing permit to allow the renovation of the boating access area and is isolated to the boating access property on the northern portion of the City's park property. The information provided concerning impacts to the property in the application are limited to the boating access improvements. The renovation will consist of removal and replacement of two concrete launch ramps, removal and replacement of two fixed docks, and the reallocation of the impervious area to better facilitate boat launching, boat recovery, and parking. Remove and replace the existing concrete ramps • Concrete launch ramps will remain in same location except the ramp lengths will be increased from approximately 40' to 63.5' • Excavation will be primarily removal of the existing concrete ramp • In water excavation will be limited to the immediate ramp area • Dredging will not be required; the longer ramps will extend into the existing power loading hole Remove and replace existing courtesy dock • The existing fixed pier (8' X 117') will be replaced with a WRC standard (8' X 116') floating dock anchored to the shore by a (8'X 8' X 2') concrete abutment • The 8' width is required to provide safe passage of boaters to and from shore. Additionally, the width is required to allow public access for utilization of both sides of the courtesy dock. • The proposed dock will be approximately 907 from an established pier head line shown on sheet 3 of 6. Remove and replace existing fixed pier north of launch area • The existing fixed pier (4' X 111') north of the launch ramps will be replaced with a new (6' X 111') fixed pier. • The slight bend in the pier was removed, however, the pier will begin and end at the same location as the existing pier • Construction will be completed by driving wooden piles with a crane or excavator and a vibratory hammer. Wooden stringers and decking will then be added to complete the dock. - • The proposed dock will be approximately 115.9' from an established pier head line shown on sheet 3 of 6. • A concrete walkway (6' X 17') will be added to connect the dock to the proposed asphalt • The canoe launch approved in the minor modification dated February 1, 2011 will be secured to the dock by a third party. See sheet 2 of 6 for location. Pedestrian walkway approved in original permit # 90-09 • A concrete walkway (6' X 23') will be constructed to connect the pedestrian walkway to the proposed ADA walkway associated with the renovation. See sheet 2 of 6 Traffic flow and parking improvements The current paved travel area does not allow efficient traffic flow that access to delineated parking. Parking is primarily on grass areas where the soil has compacted over time and use. The existing impervious area is 25,476 square feet. Approximately 14,000 square feet of this is asphalt pavement with the remainder of the impervious surface being grass covered compacted soil. The renovation will reallocate the impervious surface to provide improved traffic flow and designated parking. Approximately 5,419 square feet of compacted soil and asphalt will be replaced with pervious soil and stabilized with ground cover. Approximately 3,059 square feet of pervious area will be paved. This will result in a proposed impervious surface area of 23,116 square feet for a reduction of impervious area by 2,360 square feet. Additionally, the drop inlet in the existing ramp apron will be covered and run off will sheet flow to grassed buffer areas which will remain the same width or be increased. Finally, delineating and paving the parking area will stabilize the surface and eliminate potential erosion issues. Give complete description: Permit # 90-09 was issued to the City of Washington for the construction of a pedestrian walkway connecting the City Park on the North and South side of NC 32. The permit was modified to include the addition of a paddle boat launch to the fixed pier north of the launch ramps. The boating access area has worn to the point of needing renovation. The Wildlife Resources Commission and the City of Washington have executed an agreement to Complete the renovation of the Boating Access Area. The renovation will include replacement of two 15' wide concrete launch ramps, replacement of an existing 8' wide fixed pier with an 8' wide floating dock between the concrete launch ramps. The renovation will also include replacing the 4'X 111' fixed pier north of the boat launch with a 6'X 111' fixed pier. Additionally the impervious surface will be reorganized to a more functional layout. The current impervious surface layout is not efficent for boating traffic flow.
