PROJECT SUMMARY: The applicant proposes a 9-slip deep water, floating dock facility over the Roanoke River off the existing, fixed shoreside boardwalk at the Town of Plymouth Lighthouse property for a total of 18 public slips along the Town's waterfront properties. Town of Plymouth Public Docking Facility Washington County (Landward of NWL) and Bertie County (Waterward of NWL) Project setting Mr. Dennis Hawthorn with Coastal Area Permit Assistance, on behalf of the Town of Plymouth, has submitted the attached application for a CAMA Major Permit to construct a new docking facility with 9 slips adjacent the Roanoke River Lighthouse property. The Town of Plymouth received a Finding of No Significant Impact (FONSI), State No. 11-E-4300-0137 (review closed on 3 January 2011), upon review of the Environmental Assessment prepared by Mr. Hawthorn for the proposed facility to supplement the existing 9 public boat slips along the Plymouth waterfront. The project site is located at the west end of Water Street at the intersection with Monroe Street, adjacent the Roanoke River in the Town of Plymouth in Washington County, North Carolina. The shoreline on the southern side of the Roanoke River in this area is the dividing line between Washington and Bertie Counties. The River is within the boundaries of Bertie County, is ±500' wide, and channel depths range from -15' to - 25' at this location. The Town's property at this location is ±1 acre in size with ±535 linear feet of riprap stabilized shoreline and is ±2' to ±5' in elevation. The property is being used as a public park with park benches, walkways, a picnic shelter, paved parking area, and a Roanoke River Lighthouse replica. CAMA Major Permit No. 76-89 was originally issued to Washington County on 5 April 1989 for the construction of the existing boardwalk along the shoreline extending the length of the property that connects to a public "L" head gazebo fishing pier and an additional public pier that provides the only deep water mooring slip along the Town's waterfront. The Town owns 13 separate land parcels along Plymouth's waterfront that are partially separated between privately owned parcels. The Town has received multiple permits for development from the Division of Coastal Management among these parcels since 1988. The Town owns 6 of the existing 15 pier structures, not including the docking facility adjacent the train depot that provides mooring for 8 small vessels, along its approximate 2,000 linear feet of waterfront. At the Lighthouse tract, there is a predominant stand of wild rice (Zizania aquatica) located along a wetland fringe between the existing shoreside boardwalk and uplands on the property. Other vegetation within and adjacent to this wetland fringe includes primarily pickerelweed (Pontederia cordata), Arrow Arum (Peltandra virginica), cattail (Typha spp. ), poison ivy (Toxicondendron radicans), Virginia creeper (Parthenocissus quinquefolia), a mature bald cypress tree (Taxodium distichum), a mature mimosa tree (Albizia julibrissin), and an immature sycamore tree (Platanus occidentalis). The upland area consists of native yard grasses, native and ornamental shrubs within two landscaped beds around the Lighthouse, a few hardwood trees, and a few wax myrtles. Mr. Hawthorn completed a Submerged Aquatic Vegetation (SAV) study on behalf of the Town of Plymouth that was conducted from September 16-30, 2008. The area surveyed included the southern shore of the Roanoke River at the proposed docking facility and extended along the entire Town of Plymouth waterfront. There were no SAV found within the survey area during the 2008 study, and there were some emergent plant species, American Lotus and/or Yellow Water Lily, observed nearshore. The proposed docking facility will be located adjacent to uplands of Wickham loamy (WkB) sand soil type. The downstream property to the east is a public boat ramp with an associated two piers maintained by the Wildlife Resources Commission and owned by the Town of Plymouth. Further downstream is additional Town Property between private properties with piers and commercial businesses. The upstream riparian property to the west is a public housing project and further upstream is a wooded wetland shoreline. Water Street borders the property to the south. The Environmental Management Commission classifies the waters of the Roanoke River in this area as class C-Sw waters. This area of the Roanoke River is not open to shell fishing and is not a primary nursery, but represents a critical section of one of the State's most significant commercial and recreational anadromous fish habitats. There are no known documented archeological sites in the area of the proposed development. Project description On the downstream (east) side of the existing fixed "L" head gazebo public fishing pier, the applicant proposes to come off the existing, fixed ±290' long by ±10' wide boardwalk that runs parallel to shore with a floating 22' long by 8' wide pier that will run perpendicular to shore. The proposed pier will terminate with a floating 136' long by 8' wide "T" head platform. A total of 5 floating finger piers, each being 25' long by 4' wide, will extend from the "T" head platform, and a total of 16 mooring pilings will be installed in association with the 5 finger piers in order to create deep water dockage for 9 boats. The proposed configuration will provide four 32' long by 13' wide slips, four 32' long by 16' wide slips, and one 38' long by 18' wide slip. This will bring the Town's dockage to a total number of 18 slips. Water depths of the Roanoke River in the location of the boat slips will be -6' to over -10' at the tie pilings. The existing "L" head gazebo fishing pier on the upstream (west) side of the proposed docking facility extends ±90' waterward NWL and will be located ±78' from the proposed docking facility. The first finger pier associated with the Wildlife Resources Commission ramp will be ±70' downstream (east) of the proposed docking facility. The proposed docking facility will be located well outside the 15' setback requirement from riparian property lines, and will extend ±90' waterward NWL, which is even with the adjacent fishing pier and less than 1/4 width (±125') of the ±500' wide Roanoke River. There is no proposed upland development other than temporary disturbance of ±800 ft' for installation of utility lines. There are existing parking spaces adjacent the Lighthouse and between the Town's properties if needed for this development. The Town is proposing a marine sewage pumpout located on the eastern end of the "T" head platform that will connect to the existing Town of Plymouth Wastewater Treatment Plant. There are no proposed fuel services. Anticipated Impacts The proposed floating docking facility will provide public deep water (-6' to over -10' deep) wet slip mooring for nine vessels at the Roanoke Lighthouse property. The proposed docking facility will shade ±1,764 ft2 of Roanoke River bottom. Approximately 800 ft2 of high ground will be temporarily disturbed during installation of the sewer / electric / water lines to the dock. The project will result in localized short-term turbidity from the installation of the tie pilings and piles to support the floating structure. The docking facility will usurp ±10,164 ft' of Public Trust Area and Estuarine Water Areas of Environmental Concern (AECs) as measured from the waterward edge of the existing shoreside dock to the most waterward tie pilings. Kimberly Hedrick - 1 July 2011 TOWN OF PLYMOUTH BOATING FACILITY NARRATIVE The Town of Plymouth is a small historic community located in Washington County along the Roanoke River in northeastern North Carolina. It was founded in 1787 on the Roanoke River five miles upriver from where the river empties into the Albemarle Sound. The Town of Plymouth is also the County seat for the Washington County municipality. The Town is also accessible from two major North Carolina transportation routes, NC 64 & NC 32. The Roanoke River at Plymouth is between 450 & 650 ft in width. The main channel is between 200 ft & 300 ft off shore, & ranges in depth between 15 ft & 25 ft. Due to its proximity & deep water availability, Plymouth is a favorite boating destination for both upstream & downstream recreational boating. However, presently although plentiful deep water mooring potential exists along the Town's waterfront, availability is seriously limited. Presently, there are 15 properties along the Town waterfront with existing pier structures. Six of these structures are allocated to private properties; two are situated off of NC Wildlife Resources Commission property (actually also owned by the Town). Ten separate piers are scattered between six separate Town properties, only one of these properties is set up such to allow mooring. Currently 8 slips are available at the Port 0' Plymouth Museum. These slips have no out board pilings & water depths at these slips are between 1 & 2 ft in depth. These slips were authorized by CAMA Major Permit 112-88. The six remaining piers, two are located at the Roanoke River Lighthouse property & one of these has two pilings for mooring. Water depths are suitable at the most western oriented structure. A gazebo is located at the other pier. The remaining piers are not equipped with mooring piles & water depths are limited between 3 & 4 ft at these structures. Currently, the only mooring option for larger deep draft vessels is to either moor bow first to a bulkhead, moor off shore & come aboard with a dingy or use the one slip at the western most pier described above. In 2008, as part of the facility planning & permit approval process, The Town completed a Submerged Aquatic Vegetation Study which was forwarded to the NC Divisions of Marine Fisheries & Coastal Management. To improve deep water mooring access, as well as minimize boating impacts to water quality from water bottom disturbances, the Town has received a grant to study, permit & construct a new deep water 9 slip mooring facility along the Town waterfront. As part of this process, the Town also completed an Environmental Assessment /SEPA review which on November 22, 2010 was granted a Finding of No Significant Impact (FONSI). As part of this project, the Town proposes to construct a 9 slip structure facility adjacent to the current Roanoke River Lighthouse Museum facility existing pier & gazebo. The Town's property at this location includes approx. 535 If of shoreline. This shoreline has been stabilized with rip rap & as referenced above, has two existing piers on a the property; one approx. 80 ft long including a 300 sf open gazebo platform at the pier end closest to the proposed pier; a second pier, approx 100 ft long with two mooring piles & one slip. An approx. 290 ft by 10 ft elevated on piles boardwalk runs parallel to most of the shoreline at this location & connects to the existing piers along the shoreline. The proposed pier structure will be a floating structure & will attach also to the boardwalk.. It will consist of a 22ft long by 6 ft wide pier with a proposed 8 ft wide "T" with five finger piers, each 4 ft wide & 25 ft long.. The proposed T platform will be 136 ft long & 8 ft wide. Since the new facility is being proposed for use by larger watercraft, an 8 ft wide "T" platform is being proposed for safety & ease of use as well as to minimize congestion when the facility is at maximum capacity. Six tie pilings will be incorporated within the structure footprint and ten outboard pilings will extend approx. 90 ft waterward of the NWL at their maximum distance. The overall structure will not extend beyond the adjacent existing pier line of sight & well within the one-fourth waterbody width rule typically recognized for pier approval procedures. Town of Plymouth Narrative TOWN OF PLYMOUTH BOATING FACILITY Page 2 This proposed pier configuration will provide four 13 ft wide & four 16 ft wide boat slips, each 32 ft in length. The structure will also include one 18 ft wide slip, 38 ft in length that will allow for a longer length vessel. Depths at the shallow end of the proposed slips will range between 5 & 6 ft or more in depth, allowing boaters to back into the slips for convenient dockage. A full spectrum of services including internet, electricity, lights & water connections will located at the landward end of each slip for boater use. In addition, to mitigate impacts, a wastewater pump out facility will be available for boater use. This facility will pump into the Town's wastewater system. The allocation of slips & services will be managed by the Town & users will have the option of reserving a slip in advance by phone or internet or making arrangements upon arrival in most cases. Complete safety & emergency instructional signage will b e posted at the facility with contact names & numbers. Parking currently exists for approx. 4 vehicles at the Lighthouse Museum facility. Also additional parking is available at the adjacent boat ramp, as well as property owned by the Town south of the Beacon office complex area. However, it is not anticipated that the facility will require any additional parking as use will be for predominately transient boaters. Therefore, the proposed mooring facility will not result in any additional impervious surfaces within the Public Trust Estuarine Shoreline AEC's of the d Roanoke River. In addition, no other construction of impervious surfaces beyond that that already exists on site are not planned or anticipated. Since the facility will provide water & other services to visiting boaters, it is anticipated that some temporary, minor ground disturbance will result from trenching & placement of lateral lines to the pier to provide these services. However, the connections to the pier will all be done above grade & not result in any impacts to the existing wetland fringe. The utilities will be connected to the existing structure & not result in dredging or filling impacts to wetlands or waters other than the placement of waterward pilings to attach the floating pier structure to. It is estimated that no more than 800 sf of upland area will be impacted from the placement of lateral lines to connect to the pier. After work has been completed, the disturbed area will be re-seeded or sodded to prevent any erosion or sedimentation from rain fall runoff. It is estimated that the proposed mooring facility will impact less than 1,800 sf of water bottom (Estuarine & Public Trust Waters) from shading. It is also estimated that the overall structure will capture approx. 10,614 sf of water area of the Roanoke Rivers Public Trust & Estuarine Waters. It is anticipated that during construction, that some temporary turbidity around the facility location will be experienced from the placement of pilings. In addition, some runoff from the new pier & platform piers will also occur. Boat washing & maintenance will be prohibited while vessels are moored at the facility & will be posted on signage. In addition, since the structure will be providing anchorage in waters that average over 6 ft in depth, little to no waterbottom disturbance is anticipated during facility use. It is anticipated that the facility will increase the Roanoke River's use of Public Trust waters through increased boating, fishing & site seeing, and will also serve as an anchor to Town vendor, recreational & historical attractions, as well a s provide a facility to allow for longer, deeper draft watercraft, which currently does not exist in Plymouth or near by.
