David's Opening-Statement
I cant to apologize for not being here today.

I want to thank all of you for your thorough review of our submittals and I especially
want to thank Crystal and Dale for coming to my site to look at the field conditions. I
appreciate Crystal's working with Chris and giving him a heads up about the discussiola
points for today's meeting. I look forward to my team continuing to work with her
through thi% process.
I understand that the Corps has defined the basic project purpose and need as providing
rc -.idcntMI housing and recreation. I agree with the Corps on the most elementary level.
The oracrall obJeeLive is to provide recreation that has widespread appeal so that the 909
.i;;rc 2.887 unit Anderson Creek South can be successfully developed. The lake is the
alternative that l have identified that allows me to fulfill the contemplated economic and
social expectations and objectives for the development.
While other alternatives seemingly exist I believe that they are too specific to have
widespread appeal. The narrow focus of golf,, open space, and equestrian facilities do not
mesh with the need to provide diverse forms of recreation in my development. I need the
pre'f'erred alternative because the success of the project is hinged on the ability to pro', I&
recreation that will appeal to the greatest possible number of the 14,000 plus occupants of
the development and surrounding general public. My SI years in the business and my
investors confidence in me gives me the right to make that decision. I believe that if you
4-, cc to &,tik the 1600 people who live here now if they want a lake or your no impact
its Native all 1600 would chose the lake.
The proposed lake is important to local community interests and contributes to needed
improvements in the local economic base, it affects such factors as employment, tax
revenue, community cohesion; community services and property values. We know that
to be broadly successful, public recreational facilities must be as inclusive as possible of
the generational and socio-economic groups represented by the general population.
I have directed nay consultants to continue to investigate ways to avoid impacts to
"'VC8,11ids at-id waters. As of yesterday, I directed them to evaluate a smaller lake
alternative while working closely with our sailing consultant. A lake that can still
support sailing, swimming, fishing and wading will be acceptable.
I believe that my consultant's proposal for a low flow orifice and vegetated buffers will
cnininiize potential adverse impacts to both the lake and the receiving waters. My
consultants are in agreement with the mitigation ratios discussed in the field and are
prepared to conduct the required mitigation. Our desire is to limit adverse impacts
associated with construction of the lake.

all pro' r that the necessary approvals are granted through the administrative process.
