SR 1214, Fish Pond Road Improvements, Pitt County, WBS Element X.074092 The purpose of this letter is to notify you that the Ecosystem Enhancement Program (EEP) will provide the buffer mitigation for the subject project. The NCDOT will be responsible to ensure that appropriate compensation for the buffer mitigation will be provided in the agreed upon method of fund transfer. Upon receipt of the NCD WQ's Buffer Authorisation Certification, EEP will transfer funds from MOA Fund into the Riparian Restoration Buffer Fund. Upon completion of tmnsfer payment, NCDOT will have completed its riparian buffer mitigation responsibility for this project EEP commits to implementing sufficient buffer mitigation credits to offset the impacts associated with this project in accordance with the N.C. DepatGUent of Environment and Natural Resources' Ecosystem Enhancement Program In- Lieu Fee Instrument dated July 28, 2010. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: HPO quad maps, historic designations roster, and indexes reviewed on 4 May 2010 and yielded no NR, SL, LD, DE, or SS properties in the Area of Potential Effects (APE). Pitt County cunent GIS mapping, aerial photography, and tax information reveal onty properties dating to the post-1960 era in the APE. Google Maps "Street View" confirms absence of historic structures/landscapes in APE (viewed 4 May 2010). County survey (1986-1989) and related publication include no properties of concern located in or near the APE (scoff Power, me Htstorlc ArcAltecture oI Pitt county, Norm Carolina (Greenville: Piu County Historical Sodety, 1991)). Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: APE centered on existing SR 1214 and extends 100 feet to either side (W and E) of existing center tine and at each project terminus (N and S) to encompass proposed ROW (60 feet) and junction with SR 1200 and 8-4601 bridge relocation. Within this area, county GIS/tax materials identify buildings and structures constructed in the.1990s and 2000s, and available visuals support such dates. While not recent, the county survey is very well executed and records no properties in the project APE, including the federal permit areas.
