In summary, we revised BMP #1 from a bioretention area to a wet detention pond based on the Memorandum showing that the seasonal high water elevation is 526 feet (not 518.8 feet). The permanent pool elevation of the wet detention pond will be set at 526.5 feet. If you have any questions or require additional information, please contact us. This maintenance record will be kept in a log in a known set location. Any deficient BMP elements noted in the inspection will be corrected, repaired or replaced immediately. These deficiencies can affect the integrity of structures, safety of the public, and the removal efficiency of the BMP. The wet detention basin system is defined as the wet detention basin, pretreatment including forebays and the vegetated filter if one is provided. Important maintenance procedures: - Immediately after the wet detention basin is established, the plants on the vegetated shelf and perimeter of the basin should be watered twice weekly if needed, until the plants become established (commonly six weeks). - No portion of the wet detention pond should be fertilized after the first initial fertilization that is required to establish the plants on the vegetated shelf. - Stable groundcover should be maintained in the drainage area to reduce the sediment load to the wet detention basin. - If the basin must be drained for an emergency or to perform maintenance, the flushing of sediment through the emergency drain should be minimized to the maximum extent practical. - Once a year, a dam safety expert should inspect the embankment. After the wet detention pond is established, it should be inspected once a month and within 24 hours after every storm event greater than 1.0 inches (or 1.5 inches if in a Coastal County). Records of operation and maintenance should be kept in a known set location and must be available upon request. Inspection activities shall be performed as follows. Tryon St Suite 400, Charlotte, NC 28202 • MAIN 704-343-7500 • FAX 704-331-1332 To: Danny Watson From: David Bentler, Shaw Power, Geotechnical Engineer Date: 12/15/2010 RE: Dan River Combined Cycle Project - Design groundwater levels for stormwater detention ponds The purpose of this memorandum is to present conclusions and recommendations for design groundwater conditions for stormwater detention ponds for the Dan River Combined Cycle Project developed from a review of available data. The Dan River steam plant maintains and monitors a number of piezometers and observation wells as part of its operation of the project ash basin. Records from 8 monitoring wells, 11 piezometers, and 3 observation wells were obtained by Mr. Mark Petersen of the Shaw Group from Mr. George Tolbert, Duke Energy, during a site visit on September 17, 2010. 1 reviewed these records and information from two piezometers installed by S&ME for Shaw during construction of the combined cycle plant. Table 1 contains monthly piezometer and observation well measurements associated with the ash pond. Table 2 contains monitoring well measurements from April 2009, and Table 3 contains measurements from two temporary observation wells installed at the stormwater detention pond locations. Figure 1 shows the plan location of project features as well as the monitoring wells, observation wells, and piezometers. Figure 2 contains a sketch of ash pond piezometer and observation well locations. Figure 3 illustrates groundwater contours generated from the April 2009 monitoring well data. The data from the Dan River plant groundwater monitoring program and temporary observation wells supports several conclusions. First, the regional groundwater gradients are clearly shown to be northwest to southeast at the north end of the combined cycle plant area and north to south at the south end. Second, analysis of the plant groundwater data and the water levels recorded in the temporary observation wells installed at the pond sites shows the water levels recorded in the observation wells at closure are consistent with the regional groundwater regime. Third, analysis of the data, site topography, and groundwater boundary conditions suggests a design seasonal high water table at elevation 526 feet is appropriate for bioretention area #1. Fourth, similar analysis leads to a conclusion that there is a significant gradient across the pond #2 site and a design water table of 512 feet at the north end and 518 feet at the south end of the pond site are appropriate. Finally, it is recommended to perform several test pits in the two pond areas prior to construction to confirm the design groundwater levels recommended here. The project will require disturbance of approximately 90 acres of the 378 acre facility. Earthwork proposed for the project includes filling a 0.133 acre of wetland area. A 401 permit (NCDENR DWQ) and 404 permit (US Army Corp. of Engineers) have been submitted. The enclosed storm water management plan includes the entire plant expansion area which is comprised of two general drainage areas: Drainage Area #1 and Drainage Area #2. Both drainage areas will incorporate wet detention basins to treat the first inch of rainfall. The stockpile area within Drainage Area #3 will be established with vegetation as shown on the erosion and sediment control plan. There is no impervious area proposed for the stockpile area, and the runoff from this drainage area discharges into the existing ash basins. The proposed BMP(s) are denoted as Wet Pond #I and Wet Pond #2 for the Plant Expansion Area. The BMP(s) are designed in accordance with the North Carolina BMP Manual (2007 edition). The wet detention basins are designed for 90% TSS removal with a permanent pool minimum average depth of 3 feet. The hydrologic calculations include pre and post discharge rates for the 1-yr, 2-yr, 10-yr, 50-yr, and 100-yr, 24 hour events. These calculations are based upon SCS TR20 method using HydroCAD computer modeling. The water quality drawdown is based upon the 1-inch storm event per the BMP guidelines. As shown in the calculations, the post development discharge rates are below predevelopment discharge rates for the 1-yr and 10-yr storm events. The emergency spillway is sized for the 100-yr storm event. Soil testing was performed by S&ME, Inc. (see attached soil test reports). Temporary observation wells were installed in the general areas of BMP #1 and BMP #2. Based upon the average depths to groundwater in the test locations, a seasonal high groundwater level was determined for each of the wet detention ponds. Wet Pond #1 permanent pool elevation is at the SHWT elevation of 526.0. Wet Pond #2 permanent pool elevation (530.5) is more than 6 inches from the SHWT elevation (512.0-518.0) and will incorporate a clay liner. The BMP(s) will be constructed after the site construction is completed and the site is stabilized in accordance with the erosion and sediment control plan.
