(Stanley Trail), Brunswick County. WBS#: 010062 (DWQ Permit Fee: $240)
Dear Mr. Shaver:
Please find enclosed a PCN application from the North Carolina Department of Transportation (NCDOT)
for a Nationwide 14 permit for the secondary road improvement project on SR 1375 (Stanley Trail) in
Brunswick County.
The scope of the project will be to widen, grade, drain, base and pave the 0.37 mile of existing unpaved
road to current NCDOT secondary road standards to improve the roadway safety and stability. These
standards include 20 feet of travel lanes and 6 feet of grassed shoulders on both sides within 50 feet of
right of way. Also enclosed are wetland data forms and maps for the issuance of a jurisdictional
determination based on your field review on March 3, 2011. The jurisdictional form will be supplied to you
electronically.
By copy of this letter and enclosures, NCDOT is also requesting issuance of 401 Water Ouality
Certification (WQC) #3820 from the Division of Water Quality (DWQ). A method of debiting $240 to
process the WQC permit request has been provided as noted in the subject line of this application.

SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description of review activities, results of review, and conclusions:
Review of HPO quad maps, HPO GIS information, historic designations roster, and indexes was
undertaken on 21 April 2011. Based on this review, there are no existing NR, SL, LD, DE, or SS
properties in the Area of Potential Effects. Brunswick County GIS/Tax information indicates that there
are several structures within [he APE; two structures are over fifty years of age. Based on photographs
provided with tax information, these properties do not meet [he criteria for National Register listing: No
historic properties are present.
Brief Explanation of why the available inforrnntion provides a reliable bnsis for reasonably predicting
tha( there are no unidentified historic properties in the APE:
HPO quad maps recording NR, SL, LD, DE, and SS properties for the Brunswick County survey, and
Brunswick County GIS and tax information are considered valid for the purposes of determining the
likelihood of historic resources being present. There are no historic resources present and no survey is
required.

Project Description: Grade, drain, base and pave existing soil road (SR 1375, Stanley Trail) to current
NCDOT standards., Shifts in the centerline are expected, up to 10-I S feet. Generally, where ditches exist
they will remain in place though some new ditching is proposed. The project is 1944 feet long, all within
NCDOT Right of Way (ROW).
SUMMARY OF CULTURAL RESOURCES REVIEW
Brief description oJreview activities, resu/ts ojreview, and conclusions:
Records at the Office of State Archaeology were reviewed. USGS quadrangle mapping there indicates
that the location has not been previously reviewed for archaeology. No previously recorded
archaeological sites were identified in the vicinity of the proposed project. Aerial and topographic maps
were studied, and no visit was merited. Expectations that an intact or otherwise significant azchaeological
resource would be adversely affected is low on this project, which improves an existing facility.
Brief Explanation ojwhy the available information provides a reliable basis for reasonably predicting
that there are no unidentified historic properties in the APE:
The undertaking is limited to improving an existing road with paving and drainage to typical NCDOT
standards. The existing facility has already disturbed a large portion of [he APE with grading and
ditching; though some minor new ditchwork is expected. Some areas maybe considered wetland. When
considering the combined results of this review, these factors suggest [ha[ undocumented, significant
