Williams Pamlico River Beaufort County Project Setting The .2 acre project site is a single family residential lot in the Old Forte Shores subdivision located off SR 1176 at 203 Forte Shores Drive in the ETJ of the City of Washington adjacent the Pamlico River in Beaufort County, North Carolina. Adjacent properties are developed similarly as waterfront residential lots serving as primary and secondary housing. The lot is developed with a two story single family residence, a bulkhead at the normal water level (NWL) of the Pamlico River and a typical 6' wide x 150' long residential pier. Vegetation on the tract consists of maintained upland grasses. Wastewater is handled by an existing septic tank and associated drain field. The existing pier was authorized by CAMA/Dredge and Fill General Permit No. 55590-B issued on 2 July 2010. There are two existing 12' x 12' boatlifts, one on either side of the authorized 14' x 16' L-head platform. The riparian area in and adjacent to the project site is open free of congestion by other pier structures. Water depths adjacent the existing pier range from 1.5' at the bulkhead to 3.5' below the normal water level (NWL) at the terminal end of the pier next to the two existing boatlifts. A cursory review of the near shore habitat by DCM staff did not find any submerged aquatic vegetation in the vicinity of the project area. The Pamlico River, at this location, is designated as a Coastal waterbody by the NC Division of Marine Fisheries and SB NSW by the Environmental Management Commission and is closed to shellfishing. Project Description The applicant proposes to construct a 127' x 25'l 1 " floating dock to moor four jet skis. Two pilings will be driven adjacent the existing pier on the upstream/west side of the pier inshore of the existing 12' x 12' boatlift to anchor the floating dock in place. The jet skis will then be moored atop the floating dock in designated cradles. Anticipated Impacts The project as proposed will shade ±336 ft2 of Pamlico River bottom. There will be some localized short term turbidity during piling installation. The project once complete will increase vessel traffic in the area and their associated impacts. Steve J.
