Thank you for your phone call the other day explaining the determination that the adjacent parcel to the east of the proposed nursery tract will not be considered as part of this project. Enclosed are copies of signed and sealed plan sheets for the project showing the proposed stormwater management measures we submitted with the PCN. Following is a brief description of the response to all items mentioned in your letter of April 25, 2011. The first comment in the April 25th letter addressed the adjacent property issue. Based on our phone conversation this morning (6-27-11), 1 understand that only runoff generated from the Nursery site needs to be treated in accordance with the BMP manual. The attached plans show that the entire developed area of the Nursery site is being treated in accordance with the BMP manual. There is a small amount of off-site drainage that is also included in the BMP design calculations, this area is shown on the plans and accounted for in the BMP sizing calculations. 2. The second comment required that a P.E. sign all plan sheets. The attached plans are all signed and sealed. 3. Comment #3 requested that revisions be made to the plans to show that the proposed grass swales will meet all applicable requirements for conveyance only swales in Chapter 14 of the BMP Manual. The attached Bioretention Plan has been revised to more clearly show the location of all proposed grass swales. There is a table and detail for these swales on the plan sheet labeled Bioretention Details. • Page 2 June 27, 2011 4. Comment #4 requests information regarding the drainage system proposed for the access road across the adjacent parcel. While this is not part of the regulated area of the Nursery project, we have shown a grass swale parallel to the proposed access road that will collect all sheet flow runoff from the access road and surrounding area. The grass swale has been designed in accordance with the criteria for conveyance only swales in the BMP Manual. 5. In accordance with the condition included with the 404 permit, the approximate 25-foot long section of 36-inch CMP will be removed and the stream banks will be graded to match contours upstream and downstream of the pipe.
