This office has reviewed the on-site wetland and stream mitigation monitoring reports for 2009 in NCDOT Divisions 1, 2, and 3. Most sites appear to be doing well and the DWQ agrees that monitoring. should continue. The DWQ offers the following specific comments based on review of the aforementi oned. documents: Division 1 No specific comments. Division 2 B-2225WM Greene Street Bridge Mitigation Site -This site has been monitored for five years and . , appears to have met the minimum criteria. The NCDOT has expressed a desire to discontinue monitoring at this site. The NCDOT is respectfully reminded that an on-site meeting with the. appropriate agencies will be needed in order for the DWQ to approve close-out. R-2510WM Campbell Creek Phase I Mitigation Site and R-2510WM Campbell Creek Phase II Mitigation Site -These sites appear to be doing well. As suggested, it is recommended that the phragmites be monitored so as to not jeopardize the overall success of the site. The DWQ recommends the NCDOT continue to monitor this site. B-3626 Deep Creek Bridge Mitigation Site (Carteret County) - A first year report was generated in 2007 for temporary impacts associated with the project. The NCDOT is required to monitor for three. years, however there does not appear to be a report available for 2008 or 2009 on the website: Division 3 B 2938 Stella Bridge Temporary Impact Site -This site has been monitored for three years and appeazs to have met the minimum criteria. The NCDOT has expressed a desire to discontinue monitoring at this site. The NCDOT is respectfully reminded that an on-site meeting with the appropriate agencies will be needed in order for the DWQ to approve close-out. The NCDOT wants to discontinue vegetation and hydrological monitoring at this site after four years of monitoring. The DWQ does not object to discontinuing hydrologic monitoring. The vegetation appears to be doing well. The DWQ would like to visit the site before agreeing to discontinue the vegetation monitoring. ' B-3682 Northeast Creek Bride Mitieation Site -This site has been monitored for three years and appeazs to have met the minimum criteria. The NCDOT has expressed a desire to discontinue monitoring at . this site. The NCDOT is respectfully reminded that an on-site meeting with the appropriate agencies will be needed in order for the DWQ to approve close-out. U-0092A Third Street Bridge Mitieation Site (New Hanover County) -The third yeaz report was generated in 2008. There does not appeaz to be a fourth year report from 2009 included on the website. There have been some vegetation issues associated with this site in the past, which appear to be ongoing. The DWQ is interested to, see if the issues at this site have improved. If they have not, then it is suggested that the NCDOT consider other options to replace the required mitigation associated with the consfirction of Smith Creek Parkway. If necessary, potential options will need to. be discussed with the appropriate resource agencies for approval. Resource agency staff visited the site on April 29, 2009 and it was agreed that the hydrologic monitoring could cease. The NCDWQ appreciates the opportunity to provide comments on your mitigation site monitoring. ~ .
