SUBJECT: Bridge #14 Replacement and Adjacent driveway pipe replacement on SR 1486
(Lee Cline Road), Catawba County
Dear Ms. Hair:
The North Carolina Department of Transportation requests authorization to replace an existing
bridge and pipe on SR 1486 (Lee Cline Road) in Catawba County. NCDOT proposes to replace
the deteriorating single span bridge with a 50' long 128" x 83" CMPA, with a concrete/rock
abutment which extends to an adjacent side channel and perched driveway pipe. Five feet of
riprap will be used at the inlet and outlet of the proposed pipe. Due to the proximity of the side
stream and the alignment of the new culvert, the side channel and the main channel must be
relocated. The adjacent banks along the streams and at the confluence of the relocated channels
will be excavated to provide a floodplain bench. Coir fiber matting will be utilized on the
benches. Streambed material will be salvaged from the channel to be filled to use in the newly
excavated channel. On the side channel, a 30-ft long, 36" driveway pipe will be replaced with a
30' long 36" pipe on new location approximately 15 feet from the existing driveway pipe. The
relocation of the side channel will result in an increase of stream length of - 19 feet. The
existing pipe is perched; therefore, to maintain a stable slope on the reconstructed channel above
the new driveway pipe, the outlet of the new driveway pipe will remain perched and a 5-ft rock
ladder will be constructed. Five feet of riprap will be used at the inlet of the new driveway pipe
also. The main channel alignment will be shifted to better align the stream to the inlet of the new
pipe and also to lessen the meander bend which is currently eroding the adjacent roadway. The
main channel relocation will result in approximately 15 feet of stream loss. Five feet of Class 11
rip rap will be placed at the inlet and outlet of the 128" x 83" pipe for structure stabilization. A
temporary cofferdam pumping system will be used to divert the stream around the construction
site as needed. All areas affected by temporary cofferdam system will be graded and restored
back to pre-project conditions.
There will be 60 feet of permanent fill from culvert and riprap impacts on Bakers Creek. The
relocation of Bakers Creek will result in 75 feet of stream loss; however, 60 feet of channel will
be reconstructed utilizing natural channel design principles. There will be a permanent loss of 15
feet of stream length due to the relocation of Bakers Creek. There will be 20 feet of permanent
fill from increase in culvert length and riprap impacts of the driveway pipe on the unnamed
tributary to Bakers Creek. The relocation of the unnamed tributary to Bakers Creek will result in
a loss of 44 feet of stream; however approximately 63 feet of stream channel will be
reconstructed to reconnect the tributary to the main channel. There will be a gain of-19 feet of

stream length on the unnamed tributary to Bakers Creek. The scope of the work will permanently
impact 95 feet of impacts (60 ft culvert/riprap impacts and 15 feet of relocation impacts on
Bakers Creek + 20 feet of fill due to pipe length increase and riprap impacts on unnamed
tributary to Bakers Creek). The streams are classified as Class C Waters by the Division of
Water Quality.
This office has conducted a GIS and field survey for the project for historical sites and
threatened/endangered species sites. No sites listed on the National Register of Historic Places
are located,in the vicinity of the project nor did there appear to be any eligible structures. The
federally listed species for Iredell County (USFWS listed date September 22, 2010) include the
Dwarf-flowered heartleaf (Hexastylis nanii fora). The Natural Heritage Program records
document the nearest dwarf-flowered heartleaf location approximately 5 miles west of the
proposed project in Catawba County. The heartleaf is usually found on dry to moist ravine slopes
(usually north facing and of the oak-hickory-pine forest type) and in boggy areas near
springheads. There is no potential habitat within the proposed project area, and no species were
observed. The project area is not located within '/z mile of any critical watershed area nor is SR
1486 a rural or urban arterial; therefore, hazardous spill basins are not required. Enclosed is the
hazardous spill basin checklist.

in accordance with the procedures detailed in the U.S. Army Corp of Engineers letter dated

A deteriorating single span bridge with vertical abutments which extend to a perched pipe of an adjacent tributary.
Landuse is mostly pasture land and forested. Bridge is on paved secondary road.

The purpose of the proposed work is to replace the deteriorating bridge for the safety of the travelling public.
3e. Describe the overall project in detail, including the type of equipment to be used:
NCDOT proposes to replace the deteriorating single span bridge with a 50' long 128" x 83" CMPA, with a concrete/rock
abutment which extends to an adjacent side channel and perched driveway pipe. Due to the proximity of the side stream
and the alignment of the new culvert, the side channel and the main channel must be relocated. The stream relocations
will be done following natural channel design principles. The adjacent banks along the streams and at the confluence of
