9. Narrative Description:
The property is located at 526 River Road (NCSR 1304) off of NC Hwy 306 near Arapahoe,
Pamlico County. The lot is a 5,036 square-foot tract adjacent to the Neuse River. This site is
developed with a private single family dwelling, a storage shed, and a driveway. Both of the
adjacent waterfront lots are developed with similar private residences.
The elevation of the high ground of the parcel is about +7.5' above the normal water level
(NWL). Vegetation on this lot consists of lawn grasses, and trees. There are no Coastal Wetlands
on the property. There are no known historically significant archaeological sites in the project
area. The existing dilapidated residential structure and storage shed impact Zone 2 of the Neuse
River Riparian Buffer.
This tract has approximately 76' of continuous shoreline along the Neuse River. This waterbody is
about 1 mile across at this location. These waters are not classified as a Primary Nursery Area.
This area is closed to shellfish harvest and is classified as SA; High Quality, Nutrient Sensitive
Waters. There is not a defined Federal Channel in the nearby vicinity. The lot is entirely located
within the 75' Estuarine Shoreline Area of Environmental Concern (AEC).
10. Proposed Development:
The applicant wishes to demolish the existing mobile home and storage building, and replace it
with a new home. The proposed development will take place at 526 River Road, near Arapahoe,
adjacent to the Neuse River. The proposed development is entirely on high ground and within 75'
of the normal water level. The project will impact Zone 2 of the Neuse River Riparian Buffer.
This project consists of the construction of a new single family residence. Traditional home
construction methods will be utilized in this endeavor. This new home will be approximately 900
square feet. This residence will be constructed 46' landward of the NWL. This new built-upon
area will reduce the impact within Zone 2 of the Neuse River Riparian Buffer, returning some 33
square feet back to its naturally vegetative state.
11. Anticipated Impacts:
The new house footprint will fill approximately 900 square feet of high ground. This will result in
a total of 11.8 % impervious coverage within the Estuarine Shoreline AEC. The project will reduce
the existing impacts to Zone 2 of the Neuse River Riparian Buffer.

SUBJECT: Comments and Recommendations - CAMA Major Permit - Tanya Twichell, Pamlico County
The following is my assessment and consequent recommendations of the above referenced proposal:
This proposed construction of an addition to an existing structure involves the filling and grading of 900
square feet of high ground and will result in a total of 11.8% of impervious surface within the Estuarine
Shoreline AEC. This proposed residential development is subject to the specific use standards set forth
in 15A NCAC 07H .0209(e). Assuming that state and federal agencies concur with the proposal and that
the NCDWQ determines this project to be consistent with the Neuse River Riparian Buffer Rules, I
recommend the project be authorized as proposed, contingent upon the following conditions:
1) Any building constructed shall comply with the North Carolina Building Code and the local flood
damage prevention ordinance as required by the National Flood Insurance Program;
2) In order to protect water quality, runoff from the construction must not visibly increase the amount
of suspended sediments in adjacent waters;
3) Appropriate sedimentation and erosion control devices, measures or structures must be
implemented to ensure that eroded materials do not enter adjacent wetlands, watercourses and
property (e.g. silt fence, diversion swales or berms, sand fence, etc.);
4) A ground cover sufficient to restrain erosion shall be provided within the shorter of 15 working or
30 calendar days of completion of any phase of grading on cut or filled slopes.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.
NOTE: This permit does not convey any rights, either in real estate or material.

The purpose of the project is to replace the existing single wide mobile home and attached enclosed porch. The existing
structures are deteriorating and replacement is necessary to make habitable.

This project would consist of removal of all the existing structures on site and proper off-site disposal. Either a comparable
modular unit would be erected, or a "stick built" home erected using standard methods and equipment of the house

The proposed project consists of the demolition of existing structures that are
in undesirable condition and replace those existing structures with a new
residential dwelling. The amount of impervious covers shall remain the same
as now exists. There will be no ground disturbing activities within zone 1 of
the Riparian Buffers. The structure shall be either of Modular construction or
on-site standard residential construction. There is an existing onsite sewerage
treatment system. The domestic water supply is from the public water system
operated by Pamlico county. Silt fence protection will be placed to prevent any
contaminants or soil erosion from into the Neuse River. Any areas disturbed
during construction outside the structure footprint will be seeded and re-
vegetated immediately upon completion of construction. All construction
debris will be properly disposed of off-site.
The project will adhere to the provisions of the Major permit when issued.
Any deviations will be properly requested and approved before commencing.
