Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The applicant has attempted to avoid and minimize impacts to wetlands and waters as much as possible while still maintaining an economically viable project. A linear wetland extends almost the entire length of the property. In order to avoid Wetland Impact #1, both a road and utilities would need to be extended southwest approximately 600 feet. This would add significant cost to the project. Additionally, gravity sewer will be used and it is unlikely that the appropriate elevations could be achieved using this route. Wetland Impact #2 includes part of the proposed parking facility for the development and was designed and permitted by local agencies in such a manner to maintain the traffic continuity for the site. The current configuration allows emergency vehicles to have the most efficient access to all parts of the development. This impact cannot be avoided without compromising the safety of residents. Additionally, a 50' stormwater setback is required off of the stream located on the northern property boundary of the site to protect this resource. 1 b.
