PROJECT SUMMARY: The applicants propose to construct 101 linear feet of wood bulkhead and fill an existing 34-foot long by 45-foot wide basin, and place riprap in the western corner of the bulkhead at 144 Country Club Drive (SR 1129), east of Horniblow Point, Chowan County, and on the Albemarle Sound. Mark and Martha Walsh Field Investigation Report Page 2 a x PROJECT SETTING The property is a 27,000 square foot (0.6 acre) lot located at 144 Country Club Drive ($R 1129), east of Horniblow Point, Chowan County, and adjacent to the Albemarle Sound. The property has an elevation ranging from 4-feet to 14-feet above normal water level (NWL). The property has Dogue fine sandy loam (DgB) soil type. Vegetation on the property consists of native lawn grasses, several Loblolly Pine (Pinus taeda), Wax Myrtle (Myrica cerifera), several Sweetgum (Liquidambar styraciflua), and landscaping vegetation. Existing structures on the property include asingle-family dwelling on a septic system, remnant pilings of two wooden groins, and a failing wood bulkhead along the shoreline and around a 34- foot long by 45-foot wide basin. Existing water depths in the basin range from -0.5-feet to -2-feet below NWL, and no submerged aquatic vegetation (SAV) was observed. Adjacent properties on both sides of the applicant's property are similarly developed with shoreline bulkheads. The waters of Albemarle Sound along the area of the applicant's property are closed to shellfish harvesting and are classified as SB waters by the Division of Environmental Management. There are no known archeological sites or geologic formations associated with the applicants' property. DEVELOPMENT PROPOSAL In order to replace the existing shoreline bulkhead, the applicants propose to construct a new 101-foot long bulkhead an average distance of 2.5-feet waterward of the existing shoreline bulkhead. The proposal includes filling of the existing 34-foot long by 45-foot wide basin to an elevation consistent with the existing shoreline area (4-feet above NWL). The proposed bulkhead will tie into both riparian bulkheads to the east and west. Clean, dry fill will be used for backfill and filling of the basin from an upland pit. The bulkhead tieback area will extend approximately 12-feet landward of the bulkhead sheathing, and the bulkhead will be constructed with a silt cloth on the landward side prior to backfill and filling of the basin. The applicants are also proposing a 10-foot long by 6-foot wide riprap alignment located at the corner with the riparian property to the west. This alignment will allow wave energy displacement in the corner to prevent waves from eroding the soil behind the bulkhead. ANTICIPATED IMPACTS The proposed bulkhead construction will result in the filling of approximately 145 square feet of Public Trust Area (PTA), Estuarine Waters (EW) Area of Environmental Concern (AECs). The filling of the basin will result in the filling of approximately 1,530 square feet of PTA and EW AECs. Approximately 94 cubic yards of fill material will be placed below NWL for the basin fill and bulkhead backfill. An additional approximately 272 cubic yards of fill material will be placed in the basin and backfill area to match grade. Approximately 696 square feet of Estuarine Shoreline (ES) AEC will be disturbed for the tieback area of the bulkhead adjacent the basin. The proposed riprap will result in the filling of approximately 60 square feet (4.4 cubic yards) of PTA EW AEC. Temporary water turbidity will occur during construction.
