Bridge Strengthening 1) The N.C Department of Transportation's (NCDOT's) document "Best Management Practices for Bridge Demolition and Removal" (final 9/20/99) shall be followed during demolition and construction activities. 2) Debris resulting from the authorized activities shall not enter wetlands or waters of the State, even temporarily. 3) No vegetated wetlands or waters of the State shall be excavated or filled, even temporarily. 4) Construction staging areas shall only be situated in upland areas and shall not be situated in wetlands - or waters of the State. (See attached sheets for Additional Conditions) This permit action may be appealed by the permittee or other qualified persons within twenty (20) days of the issuing date. An appeal requires resolution prior to work initiation or continuance as the case may be. This permit must be accessible on-site to Department personnel when the project is inspected for compliance. Any maintenance work or project modification not covered hereunder requires further Division approval. PROJECT SUMMARY: The North Carolina Department of Transportation is proposing improvements to reinforce the support system of Bridge No. 9 on NC 94 in Columbia to accommodate future use of the structure beyond the original design capacity. Improvements include installing four new crutch bents consisting of three pilings each. NCDOT Apdt 13, b65 Page 2 PROJECT SITE Bridge No. 9 is located along NC 94 in the town of Columbia. The bridge crosses an unnamed canal that is a tributary of the Scuppernong River, approximately 0.2 miles south of US 64. NC 94, as the only access to Swan Quarter through Tyrrell County, and has seen a significant increase in commercial trucking prompting concern for the future load bearing capacity of the existing structure. Originally constructed with five crutch bents, including the end bents, it has been determined that the existing support structure is not sufficient to meet future anticipated needs of the area. The bridge is approximately 68' x 39' with a 3'-0" wide concrete pedestrian walkway on the east side. Navigational clearance under the bridge is approximately 2.5' measured from normal water level (NWL), and a clear passage width of approximately15' between the existing pilings. Water depths vary within the canal with a centerline depth under the bridge of 4.5' measured from the water bottom to NWL. There is no known submerged aquatic vegetation within the project area; however significant amounts of alligator weed and duckweed clog the center of the canal. Recent use of the adjacent waters has been limited due to the presence of the invasive alligator weed. Tidal influence in this area is from wind driven tides. Located northeast of the bridge, approximately 200 feet from the bridge, are residential structures, along the northwest side of the bridge is a swamp. Situated on the southwest side of the bridge is SR 1300, and on the southwest side is a canal. Located along the shoulder of the road, within the area where work will be staged, are a variety of weeds and roadside grasses. This unnamed man-made canal is classified as joint waters by agreement between the Marine Fisheries Commission and Wildlife Resources Commission. If is a well defined canal approximately 46 wide under the bridge and widens out to the east and west of the bridge. Waters within the project area are subject to a February 15th to September 30th in-water moratorium for anadromous fish passage. While there are no known archeological sites associated with this specific site there are a number throughout the county. PROJECT DESCRIPTION NCDOT is proposing to add additional support to Bridge No. 9 to accommodate anticipated needs in the future. This proposal includes placing four new bents, each having three 12" steel I-beam pilings with a 14" steel I-beam cap. The center row of pilings will be installed by cutting holes in the existing bridge deck and sliding the steel pilings into place, while the remaining eight pilings will be installed along the outside perimeter of the bridge as shown on the enclosed drawings. A hydraulic hammer will be used to drive the pilings into the ground and the water bottom. It is estimated that the new pilings and caps will result in shading approximately 16sf of water bottom. Each piling cap will be shimmed and tack welded as needed. All work will be conducted from the bridge and a floating platform. NCDOT anticipates no water or wetland impacts beyond the placement of the I-beam pilings. Existing pilings under the bridge are spaced approximately 16' on center, and installation of the pilings will reduce the navigable width under the bridge to approximately 7.5'. ` NCDOT April 13, 2005 Page 3 ANTICIPATED IMPACTS Based on the application minimal impacts are anticipated in conjunction with the additional supports being proposed. There will be temporary turbidity within the work area during the installation of the proposed pilings. With the exception of the navigation width, under the bridge being reduced to 7.5 feet, and an additional 16sf of shading, there appears to no identifiable resource impacts other than the piling locations. The main impact of the bridge will be the expanded weight capacity of the structure for future traffic needs, thereby extending the life of the structure. Submitted By: Lynn W. EASLEY LYNDO TIPPETT GOVERNOR SECRETARY April 4, 2005 Lynn Mathis 1367 U.S. 17 South Elizabeth City, NC 27909 Dear Ms. Mathis, This letter is a follow up letter explaining the intentions and reasons for NCDOT's request for a major permit to be issued for the strengthening of Bridge #09 in Tyrrell County. The project is located on NC 94 approximately 0.2 miles south of US 64. This bridge needs reinforcement to allow heavier vehicles safe travel. The bridge reinforcement will occur in a canal that runs under NC 94. NC 94 will soon be resurfaced. The current load capacity allowed for Bridge # 09 in not sufficient to handle the number of dump trucks the will be crossing this bridge hauling asphalt to resurface this important road. Twelve 12" "H" piles will be driven down with a hydraulic hammer to strengthen this bridge. Four holes will be cut into the bridge deck to allow four of these piles to be driven in the center of the bridge. The other eight will be driven on the outside of the bridge deck and will not require any other holes in the bridge deck. Once these twelve piles are in place, four 14" "H" piles will be placed on top of the 12" "H" piles to be used as caps. These piles will then be shimmed to appropriate height and tack welded. NCDOT will use floating platforms to perform this work. No impacts are expected to adjacent wetlands or adjacent tributary. All work will be conducted from bridge and floating platforms.
