The Water Pollution Control System Operators Certification Commission has determined that the subject facility is classified as a Grade 3 Biological Water Pollution Control Treatment System, per 15A NCAC 08G .0302(c). The ARO concurs with the findings for the A to C request. ARO recommends that the facility'install' spill/overflow control for the screening operation, that there also be capacity for 30 day(s) storage of sludge, and that stand-by generator be equipped with an automatic transfer switch with a dialer for operator/permittee notification of an emergency situation. Providing that the owner has met all submittal requirements with the A to C application and is able to meet any requirements of the Central Office, the regional office recommends the issuance of the A to C. Those three elements are as follows: Replace Existing Influent Screens: The facility has had significant problems with operation of its existing rotating drum mechanical influent screens. The screens are approximately 25 years old and are past their useful life. Replacement parts are unavailable, and there numerous problems with the control system for the screen that have developed recently. Additionally, the screens are experiencing major mechanical failures. Failures of the screening units have caused several spills on the wastewater treatment plant site. The proposed project includes replacing the screens with new non - mechanical static screens in the same location. Construction of a Belt Filter Press Control Building Until recently the Town utilized sand drying beds to dewater solids prior to disposal. Due to difficulties in operation of the sand drying beds without covers in the wet climate of western North Carolina the Town acquired a belt filter press in late 2007 through a lease -purchase agreement. The purchase of this equipment was accelerated because of a favorable financing option available to the Town through the equipment manufacturer. Because of the accelerated equipment acquisition time fiame, the press has only been installed in a temporary fashion 2 pending the availability of funds to create a more permanent solution. Additionally, it was necessary to put the press into service as soon as possible in order to relieve the backlog of solids inventory in the wastewater plant to improve plant operations. Now that the immediate need of reducing the inventory of solids in the plant has been achieved, the Town now desires to complete the project by installing the belt press in a more permanent fashion. The proposed project includes constructing a new, approximately 1000 square foot, sludge dewatering building to house the new belt press and covered dewatered solids storage area and related equipment. In addition a new control room, bathroom, and storage rooms will be included. The new building will be constricted on the current site of the sand drying beds. Installation of a New Plant -Wide Back -Up Power Generator The existing wastewater treatment plant does not currently have a back-up power source at the facility. In early 2010 during a heavy storm, the plant experienced a substantial lightening strike after the operations staff had left for the day that disabled the Town's main influent pump station and its auto -dialer alarm system. This event resulted in a spill of approximately 300,000 gallons of untreated wastewater into the Tuckaseigee River. By adding a system -wide back-up power source to the system, it is anticipated that future problems of this nature could be avoided or minimized. The generator will be installed on the existing treatment plant site. OMcGRIA Engineering • Planning • Finance Post Office Box 2259 Asheville, North Carolina 28802 SEPTEMBER 2011 09.00376 Design Calculations Town of Bryson City WWTP Improvements Inclined Fixed Screen The existing mechanical rotating fine drum screens at the Town of Bryson City WWTP have reached the end of their useful life and must be replaced. Operations staff desires to utilize a non -powered static fine screen for this replacement due to increased reliability. It is further desired to provide adequate screening for both the current plant design flow of 600,000 gallons per day and the potential to serve a future flow of 900,000 gallons per day. Contact with multiple manufacturers gave sizing recommendations of two (2) 72" units with 0.10 inch wedgewire openings. Each unit is capable of processing a peak flow of 1.5 MGD (1045 gpm). This allows for full redundancy at the current design flow of the plant of 600,000 gallons per day. Plant hydraulics (ie: influent pumping hydraulics) will not be significantly modified because the proposed screens are designed to match the existing screen's location both vertically and horizontally in the plant. However, the head required to drive flow over the screens influent weirs should be checked. Check head to drive flow over weir: Average Daily Flow = 0.600 MGD = 417 gpm Peak Flow = 417 gpm x 2.5 PF =1044 gpm Future Flow = 0.900 MGD = 625 gpm Future Peak Flow = 625 gpm x 2.5 PF =1563 gpm Weir width = 72 inches without end contractions. This review has shown the subject facility to be in violation of the requirements found in WWTP Permit NCO026557 and/or G.S. 143-215.1(a)(1). The violation that occurred is summarized below. The permittee shall contact the engineering firm for certification, and the certification can be signed and sealed by another PE from the firm, given the original engineer is no longer with the firm. Also the PE who signs and seals the certification doesn't have to be fully responsible for the design and calculations of the project, but he/she will need to provide a statement explaining the situation. In this case, the old engineer is still reliable for the design and calculations, but the new PE will only be responsible for the certification part. Please let me know if this helps. Thank you.
