The roadway has gone through many iterations but the purpose remains the same: https://www.gastongazette.com/news/20200225/1neberger-connector-making-fourth-push-for-funding Here is the Gaston -Cleveland -Lincoln Metropolitan Planning Organization's 2045 Comprehensive Transporation Plan for Streets and Highways as referenced in the IP document. This was last updated in 2018: https://gclmpo.org/wp-content/uploads/Chapter-II-Streets-and-Highways-1.pdf The stub is required to provide public ROW access to the private residences along the eastern side of existing Lineberger Road. Once Building 3002 is constructed, those homeowners will be routed through realigned Lineberger Road, to the Aberdeen extension and east to their homes. We will provide all of the appropriate documentation when we submit for the NWP14 on behalf of the applicant (City of Gastonia). Thanks! My concern is that it is, or wasn't shown, as a true connector road, but a stub road for this particular project. Do you have copy of the master plan, road design? I assume this would be submitted with the NW for the road construction. Good morning, The proposed public ROW will cut -through to facilitate public traffic. Historically this project has been named the "Lineberger Connector" and has been part of Gastonia and Lowell's long-range transportation plans. The public ROW will extend Aberdeen and relocate/realign Lineberger up to Lowell Road. Currently, to get from Lineberger to Aberdeen, the travel takes approximately 8 minutes and requires traffic to cut through a residential neighborhood via a grade - separated, single -vehicle tunnel under the Norfolk Southern Rail line or drive out to Cox Road and then back into Aberdeen. Additionally, the shortest path from Lowell Road to the 1-85 Interchange is through the residential neighborhood. Cut -through traffic poses a great risk to folks in the residential community. The proposed project will significantly reduce drive times and cut -through traffic, which will greatly improve the safety of the residents. I drove the route many times during fieldwork and I witnessed first-hand, cut -through traffic speeding through the tunnel and the neighborhood to get to Aberdeen and Cox Road. The public roadway will no doubt provide independent utility for area residents. Let me know if you have any other questions or concerns. It doesn't cut through to an adjoining road to facilitate public traffic. Basically it is a stand-alone project. Just a question. Mr. Tinklenberg, The Corps and State have some concerns with the construction of two, potentially state- or city-owned/operated roads, that bisects the project area both east/west and north/south. It is the understanding of the Corps and State that these roads will be State/City road projects which are already on master plans. The Corps has no issue with permitting these road construction separately from the Gastonia Logistic Center IP but these road will not be able to be constructed at the same time of the logistics center without prior Nationwide Permit Authorization. Therefore, please clarify if and when the State/City will submit 404 and 401 applications for these road impacts. Please note, the Corps will not issue the IP until the roads are permitted through the Nationwide Permit Program.
