It is the understanding of the Corps and State that these roads will be State/City road projects which are already on master plans. The Corps has no issue with permitting these road construction separately from the Gastonia Logistic Center IP but these road will not be able to be constructed at the same time of the logistics center without prior Nationwide Permit Authorization. Therefore, please clarify if and when the State/City will submit 404 and 401 applications for these road impacts. Please note, the Corps will not issue the IP until the roads are permitted through the Nationwide Permit Program.
