RETURN OF APPLICATION
Dear Sir or Madam:
On April 13, 2006, the Division of Water Quality (DWQ) received your application dated April 5, 2007 to impact
145 linear feet of stream and 0.00 square feet of Zone 1 Neuse River basin protected riparian buffer and 0.00 square
feet of Zone 2 Neuse River basin protected riparian buffer to construct the proposed road through the site which is to
be developed as a residential subdivision. Your application was unacceptable due to the following items:
You did not:
1. Show all stream impacts including all fill slopes, dissipaters, and bank stabilization on the site plan.
2. Indicate all buffer impacts on the site plan.
3. Indicate proposed lot layout as overlays on the site plan.
4. Locate all isolated or non-isolated wetlands, streams and other waters of the State as overlays on the site plan,
and provide intermittent/perennial stream determinations by DWQ showing all streams on the property.
5. Provide cross section details showing the provisions for aquatic life passage.
6. Locate any planned sewer lines on the site plan.
7. Provide the location of any proposed stormwater management practices as required by GC3631.
8. Please provide detail for the stormwater management practices as required by GC3631.
9. Please specify the percent of project imperviousness area based on the estimated built-out conditions.
10. Please indicate the diffuse flow provision measures on the site plan.
11. Provide the U.S. Army Corps of Engineers Nationwide permit No.
12. Complete Sections VII, X, and XIV.
For these reasons your permit application is hereby considered withdrawn. Should you choose to reapply, we
strongly encourage you to arrange apre-application with DWQ staff so we may assist you and help you to submit a

inadequacies with your application as it was submitted, you will need to reapply for DWQ approval. This
includes submitting a complete application package with the appropriate.
Please be aware that you have no authorization under Section 401 of the Clear Water Act for this activity and any
work done within waters of the state would be a violation of North Carolina General tatutes and Administrative
